FATA Disaster Management Authority (FDMA) is a Federal Government Organization, Which deals with Natural or Man-made Disasters in Federally Administered Tribal Areas of Pakistan. FDMA’s mandate is to engage in activities concerning to all four stages of Disaster Management Spectrum.
The Federally Administered Tribal Area (FATA) is strategically located between the Pakistan-Afghanistan border and the settled areas of Khyber Pakhtunkhwa. FATA, both historically and traditionally had a unique administrative and political status from the British times since 1849. However, in 1893, a demarcation was raised with Afghanistan called Durand Line. They controlled the area through a combination of effective Political Agents and tribal elders, while leaving the people with their traditions and internal independence. Pakistan inherited this system and more or less continues with it even today. Since the independence of Pakistan, FATA has not been accorded the same priority in terms of the development process being undertaken in other parts of the country. The development initiatives and allocations in FATA followed a compartmentalized approach, concentrated around sectorial facilities and benefiting few influential and politically active sections. This ad hoc approach deprived large segments of the population from social uplift, and economic empowerment.
2. PURPOSE OF THE Training:
The purpose of the workshop is to enhance capacity / skills for sustained use of the M&E approach for programming within the Fata Disaster Management Authority (FDMA) & Agency Disaster Management Unit (ADMU) system by:
- Gaining/enhancing familiarity with and understanding of the major concepts and skills that will be used by all organization who are working in the area.
- Enhance the competencies on M&E and Program Based approaches for the development of program.
- Development tools such as work programs, monitoring frameworks, strategies, and proposals.
- Practicing skills and coaching methods with real and simulated considerations.
- Discovering ways to apply basic M&E principles and process (including the use of learning tools).
- Exploring guidelines for engaging special circumstances (e.g. dealing with resistance to using the new management approach or to attending ‘another” training session).
- Provide an action plan (including tools, processes, responsibilities, deadlines etc) to FDMA & ADMU for standard M&E System agreed by all stakeholders.
3. OBJECTIVES OF THE CONSULTANCY
Enhance concepts, skills and knowledge on monitoring and evaluation of all stakeholders (ADMU, Line Departments and FDMA) working in FATA.
3.1 The objectives of the consultancy are as follows:
- To train FMDA, ADMUs (Kurram, Orakzai, North Waziristan, Khyber and South Waziristan Agencies) and other organizations on Standard M&E Procedures, system and basic tools.
- To develop effective training materials/tools for Organizations.
- Enhance capacity of ADMUs and FDMA on standard M&E concept, system, procedures, Data management, coordination mechanism and communication with Humanitarian organizations.
- Engages trainees in actual delivery of sections of the training.
- Engages Trainees in simulating relevant and realistic challenges for practicing and applying the material.
- Encourages Trainee to participate using:
- Brief presentations of each topic to be covered in the training session.
- Live demonstrations Innovative, interactive practical exercises with feedback and coaching on the relevant skills and processes, discussion exercises and application of reinforcement tools.
- Provides each Trainee with his or her own set of instructor’s training materials that will include but not be exclusive to the following:
- An Instructor’s Manual inclusive of guidelines for practical exercises/handouts. Accompanying the Instructor’s Manual will be an Annex with a standard power point presentation, inclusive of notes for each slide.
- A Participants’ Resource Package, inclusive of training handouts that the Trainee Instructors can utilize to produce workshop materials for M&E workshops they will facilitate in the future.
- Applies the M&E principles, techniques, coordination and communication being taught as per context
3.2 The training workshop will meet the following minimum criteria:

- Theory and Key Concepts- related to the M&E, coordination and communication.
- Practical Considerations- guidelines and techniques for handling special training situations and training in professional development.
- Practical exercises elaborated to assist the effective delivery of training and guidelines for developing practical exercises. The training will use an existing tools as the basis of the practical exercises as far as possible.
- Processes for connecting the theory with the practical realities of the FDMA and ADMUs, including operations, programming and management thereby making the training relevant and ensuring sustainable use.
- Standardized power point presentation, inclusive of notes, which details the key concepts that will be included in introductory M&E training and other key components mentioned above. The key concepts will include inter alia:
The results chain,
- Reasons for and benefits of using Standard M&E approaches in the context of various stakeholder groups including donors,
- Principles and steps for tracking progress, performance, data management and results.
- Principles and steps for development of performance measurement frameworks with a focus on indicator and target development,
- Simple guidelines for data collection, planning, analyzing and reporting.
- Simple guidelines for reporting on achievement of planned results that are linked to the FDMA and ADMU work programme reporting format.
- Key principles of stakeholders mapping and involvement in the coordination mechanism.
- Information collection and dissemination with the key stakeholders.
4. Workshop evaluation templates that are gender sensitive.
- The Participants’ Resource Package will include but not be limited to, a manual, workbook, tabletop exercises, resource information guide, templates and a basic power point presentation for refresher purposes. This manual is intended for clarity of basic concepts on process, tools, and techniques in Monitoring & Evaluation along with coordination, communication and date management.
5. Collaborate with IDEA, Concern, ADMU and FDMA, to develop and implement the training including:
- Developing and finalizing the agenda for the training based on number of days agreed and share for feedback.
- Developing/elaborating the following:
The methodology/approach to the training;
A set of workshop materials will include a standard power point presentation will be included. The power point presentation will be made available in an electronic form.
6. Facilitate the training based on the agreed agenda, training objectives and outputs.
Prepare a final report of the Consultancy that includes training need assessment of participant. The participant evaluations will review at a minimum the standard of instruction, practical exercises, and logistical arrangements. The workshop materials will be finalized after conclusion of the training workshop based on participants’ observations and feedback and will be included in the final report.
7. RESULTS AND DELIVERABLES
The Consultant(s) will provide:
- An inception report which details the methodology/approaches and timelines associated with this consultancy and outlines a draft agenda for the training workshop. To be submitted within four (4) days of signature of contract.
- The final agreed agenda for the training and the full complement of workshop materials. To be submitted a minimum of 2 days prior to convening the workshop.
- The final report on the training including a thorough evaluation of the workshop. To be submitted within five (5) days of the completion of the workshop.

Note: All other expenses are to be included in the financial proposal such as communications, travel and costs for Consultant (s) (if applicable).
9. CONSULTANT QUALIFICATIONS:
Consultant has 8 year of progressive experiences with National/International organization/FDMA planning, developing and managing Monitoring & Evaluation. Number of workshops are being conducted as a facilitator on different topics like M&E in emergency situation, Project Life Cycle, Result Based Monitoring, Monitoring through LFA, how to established M&E System, Data management and reporting etc. Furthermore, He has Developed M&E System, Polices, tools and other technical documents for various government & Non-government Organizations.
Workshop is expected to start by March 20, 2017 and conclude by April 30, 2017. The Consultant will be an individual and will be able to assume duties soon after signing of consultancy contract.
The consultant would be paid a lump sum amount as per the following schedule:
- 25% after the signing of the consultancy contract.
- 25% after conducting Training Need Assessment.
- 25% will be released after the completion of 10 days training session (2 day at each agency).
- 25% will be released after the completion of training report.
