Renewable Energy Advisor – Sustainable Energy Project
Tetra Tech ES, Inc., a subsidiary of Tetra Tech dedicated to international development, is recruiting for a Renewable Energy Advisor for a USAID-funded project in Islamabad, Pakistan.
POSITION DESCRIPTION:
The Renewable Energy Advisor will report to SEP’s TC1 Director Financing and Investment, or as designated by SEP’s Chief of Party.
Statement of Work:
A full-time Renewable Energy Advisor with an interdisciplinary skill set to produce a variety of deliverables across different renewable energy thematic areas is sought for the SEP project. Since TC1 actively responds to requests for assistance and advice on a variety of renewable energy development issues from the GoP and private sector stakeholders as relevant, the Renewable Energy Advisor must be able to respond within tight time deadlines to requests across a variety of disciplines which include the following, but are not limited to: renewable energy market structure in Pakistan/policy/finance/risks/business models/transaction advisory etc. A renewable energy generalist with a commercial background, and depth of knowledge about the various issues (including technical and GoP processes) that are faced during the renewable energy project development process in Pakistan is required. This advisor must be able to understand and speak the jargon of renewable energy project development, policy, and finance to be able to work with financial institutions, GoP policymakers (Alternative Energy Development Board (AEDB), Ministry of Energy, for ex), and project developers on renewable energy issues and topics.. Capacity building and assistance will be required for both the public and private sectors based on prior experience with renewable energy project development and financing.
The advisor is expected to take leadership in determining how the Sustainable Energy Advisory Facility (SEAF) should be designed, what its functions and structure will be, etc. SEAF is intended to respond to GoP requests for technical assistance, as well as supporting a few opportunistic pilot transactions (if viable) to help them get “unstuck” and move forward with appropriate transaction advisory assistance as needed. Designing and operationalizing the SEAF will require close consultations and work with USAID, AEDB, PPIB, relevant GoP stakeholders, private sector players as appropriate and internal SEP team across the different technical components. Since the SEAF is supposed to help lower barriers to investment for renewable energy development in Pakistan by providing appropriate assistance in a targeted manner, the Renewable Energy Advisory will need to be familiar with market needs and barriers to investment/development for renewable energy projects in Pakistan.
The Renewable Energy Advisor should have prior energy sector (preferably renewable energy) and/or energy finance private sector experience in Pakistan, as well as familiarity with GoP policies and procedures for renewable energy project development. Prior international renewable energy experience in other emerging markets is preferred for being able to adapt international best practices for Pakistan.
The Renewable Energy Advisor should ideally have experience in building global clean energy partnerships and relationships across multilaterals, bilaterals, high level government policymakers, financial institutions, project developers, NGOs, civil society, universities, and research institutions.
The Contractor’s performance of the below contract components must comply with USAID quality standards outlined in the Automated Directives System (“ADS”) Chapter 202, ADS Chapter 203, and the USAID Evaluation Policy. See Section J.3 for the USAID Evaluation Policy. In addition, the Contractor will comply with USAID/Pakistan’s performance management policies and directives upon their completion, which the Mission should complete during the first year of the contract’s period of performance.
SEP will need to identify creative and innovative approaches to help increase private sector project development, investment, and financing/risk mitigation options for sustainable energy in Pakistan. . The Renewable Energy Advisor will help craft these options, including what kind of assistance for different stakeholders and what structure for providing that assistance is appropriate within the SEP project parameters. EDUCATION:
Graduate degree in Economics or Renewable Energy or Engineering or MBA or related field. US or UK degrees preferred, but not required
