Terms of Reference: Security Specialist
Reports to: Country Director
Classification: Locally-Engaged Staff position open to nationals of the country of assignment and permanent residents with authority to live and work in the country of assignment.
Duration: 12 months, with the possibility of extension
Location: MDF Country Office
The Market Development Facility (MDF) is an Australian Government-funded initiative currently being implemented in five countries. MDF utilises a market systems development (MSD) approach to connect with private and public sectors players with the ability and leverage to trigger lasting systemic change and create broad-based, sustainable pro-poor growth. MDF can be scaled-up to support further market development activities in country and in additional countries as needed.
MDF is a multi-country facility, currently operating in Fiji, Timor-Leste, Papua New Guinea, Sri Lanka and Pakistan. Each country has its own country team on the ground, with a Core Leadership Team (CLT) headed up by the Chief Executive Officer (CEO) providing strategic, technical and managerial oversight across all MDF partner countries. The CLT ensures uniformity and integration of approach and systems across countries, while at the same time ensuring sufficient programmatic flexibility for Country Teams to respond to local context and DFAT country strategy.
The Security Specialist ensures that all MDF locations in the country of assignment have appropriate security arrangements in place to maximize the safety of all MDF personnel while at work or traveling on behalf of MDF and minimize risks related to accidents, crime and terrorism.
To achieve this, the Security Specialist will regularly assess the risks associated with work and travel in all MDF locations in the country of assignment, advise on appropriate measures to mitigate these risks, design Standard Operating Procedures (SOPs), be involved in the procurement of relevant goods and services as well as in the recruitment of relevant personnel and build the capacity and awareness of all MDF personnel about safe conduct.
In case of security concerns the Security Specialist follows the protocols documented in the MDF Security Manual for the country of assignment and, depending on the situation may communicate directly with the head of Palladium Global Security, the Director of Operations and/or the Chief Executive Officer.
- Day-to-day management and oversight of the safety and security of all MDF staff in the country of assignment.
- Implement the country security management plan; ensure that the Standard Operating Procedures (SOPs) for security and safety measures for MDF personnel, assets, infrastructure and resources in country are adhered to by all staff at all times.
- Support the procurement of relevant goods and services, and the recruitment of relevant personnel as required.
- Provide regular briefings and training to MDF staff on the security management plan.
- Continually assess the MDF operating environment, both in country and field areas and recommend changes in SOPs, brief MDF staff and report any changes that impact operations accordingly.
- Conduct in-country security briefings for all new MDF staff and for all visiting advisers and other visitors. Ensure all international visitors receive an appropriate security briefing including personal security and MDF SOPs.
- Management of MDF static and mobile security guards including provision of training and inspection of equipment on a regular basis.
- Periodically conduct and ensure the compliance of all safety and emergency response drills such as, fire evacuation, suspicious mail and bomb threat drills.
- Develop and maintain a database of security incidents and produce written daily and weekly situation report on security, including database analyses, new threats, responses and vulnerabilities and any relevant lessons learned from security and safety incidents.
- Other activities as directed by the Country Director, Director of Operations, Chief Executive Officer or other representative(s) of Palladium.
Key Performance Indicators:
- KPIs set annually in agreement with the Country Director.
- Excellent knowledge of security dimension of the country of assignment.
- A minimum of 10 years of progressive relevant experience required preferably in INGO security management
- Bachelor degree in a relevant discipline or equivalent combination of education and work experience
- Demonstrated knowledge of health and safety planning, fire prevention, security survey and risk assessment, business continuity planning, and crisis and disaster management.
- Strong working knowledge essential security metrics, and provide tracking and reporting of those metrics to management.
- Strong working knowledge of all aspects of physical security and technologies; must understand and be familiar with current industry and market trends related to physical security
- A high degree of personal initiative, enthusiasm for the work, high level planning, multi-tasking and time management skills and the ability to work with minimum supervision in a multicultural environment
- Excellent teamwork, high level interpersonal, negotiation and conflict resolution skills, and the ability to mentor less experienced staff
- Strong working knowledge of MS Office programs
- Excellent command of verbal and written English
- A police clearance certificate
