A. BACKGROUND

Oxfam has been working in Pakistan since 1973. Driven by the vision of a just world without poverty, Oxfam in Pakistan works to create lasting solutions to the injustice of poverty. We support local partners and work with government authorities, civil society and academia to improve the lives of those living in poverty. Our humanitarian assistance, development programmes and advocacy campaigns have benefitted millions of people in Pakistan over the course of past four decades.

B. PURPOSE OF THE ASSIGNMENT

Oxfam is looking for a digital campaigning champion who, together with our staff and partners, wants to work towards creating a just world without poverty. In this role, you will be responsible for developing and implementing effective digital campaigns and creating exciting content that inspires people to support change.

C. SCOPE OF WORK

The person we’re looking for not only has a proven track record with digital campaigning, but knows how to develop and implement offline campaign activities as well. S/he must have a passion for development issues and appetite to translate these issues into communication for our audiences. S/he work well in a multi-disciplinary team and can find balance between different angles and stakeholders.

  • Design and implement digital campaign strategies and plans in a multi-disciplinary team.
  • Develop public messaging and innovative online/offline campaign activities and materials, that inspire our audiences to support change and act.
  • Provide trainings on digital campaigning to staff and partners when required.
  • Keep up to date about the latest developments in the field of digital campaigning.
  • Monitor and evaluate the effectiveness of digital campaign activities.

E. TIMELINES

Duration of this assignment is between July to Dec 2018 (06 months)

DUTIES / RESPONSBILITIES:

The resource person is expected to be a:

  • A postgraduate or Undergraduate degree (preferably in marketing or media).
  • Minimum 3 years working experience with digital campaigning. Experience integrating online/offline campaign activities preferred. Experience with NGO context preferred.
  • Passionate about development issues and trends in digital campaigning.
  • Experience with project management and able to prioritize efficiently.
  • Ability to write effective online and offline campaign messaging.
  • Ability to come up with creative campaign concepts and understanding of user-centred design.
  • Ability to think on a strategic level while being pragmatic, hands-on and paying attention to detail.
  • Skills with Photoshop, Illustrator, InDesign, Premiere are desirable.
  • Excellent social skills, you are a team player.
  • Excellent spoken and written English. Proficiency in other local languages will be considered an asset.

The consultant must have at least 03 years of proven experience of working on similar assignments with development sector. Consultants are required to submit their CVs/ Proposals for this assignment as below:

I.        Technical Proposal:

The technical proposal should include but not limited to the following information:

  • A brief outline of recent experience with references in carrying out assignments of similar nature (Max. 2 pages)
  • Detailed description of how the consultant understands and will respond to the TOR including time frame and number of persons involved in and comments on the TOR (Max 2 pages)
  • Signed Curriculum Vitae (Max. 2 pages)

II.      Financial Proposal

The financial proposal must contains overall quotation in Pak rupees (PKR)for all the services to be provided and must itemize the following:

  • An all-inclusive day rate for each team member who will take place in assignment
  • Accommodation, food, refreshments of all the field days
  • Training, stationary etc cost
  • Any other costs (Indication the nature of the costs)
  • Summary of the total costs for the services proposed
  • Any taxes applicable

Proposed payment schedule:

Oxfam will pay the monthly instalments of agreed total cost for this assignment upon delivery of agreed work objective while tax will be deducted as per law of Pakistan.  

The consultant is required to submit their technical and financial proposal in hard according to the TORs, their profile/ CV, registration with Tax authorities and cover letter with signature indicating the interest in undertaking the assignment. Oxfam will not be responsible for insurance and other provisions during the consultancy.
