CARE is a leading global humanitarian and development organization. Since its establishment in 2005, CARE International in Pakistan (CIP) has been responding to major disasters and undertaking an array of development projects. CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. Health and education, with particular focus on women, are some of CARE’s core identified program areas in Pakistan, as part of its Long-Range Strategic Plan.
Under the supervision of Project Manager, the PHE will ensure proper and timely implementation of public health engineering schemes and ensure high quality of work performed by the IP. The position holder will be responsible to ensure knowledge gathering and management to improve the projects operations for quality impact. The incumbent will contribute to the organizational commitment to promote quality and diversity at program level. The position will be based in Umerkot, Sindh with frequent travel to projects sites.
The PHE will ensure that consistent high quality, technically viable water, sanitation and hygiene services are provided under the Sindh drought response program of CARE. .
Coordination and Representation:% of Time: 25%
- Represent CARE at appropriate forums in coordination with PM and CO HPC;
- Lead CARE on WASH humanitarian response and also with other sector key partners;
- Present the technical side of the CARE programme to the various Government bodies, the UN, the WASH and Shelter Clusters, and other NGO's at Provincial level;
- Responsible for preparation of donor technical reports, ensuring high quality reporting with accurate information.
Programme Technical: % of Time: 45%
- Identify WASH schemes in coordination with local partner, district administration, cluster focal persons and PHE department.
- Carryout assessment of the agreed schemes, prepare BoQ, drawings, tenders/RFQs in accordance with CARE policies and project requirements;
- Ensure that IP/sub-contractor is working in compliance to gender and protection in emergencies guideline in WASH response;
- Ensure that IP/sub-contractor is taking gender and protection issues fully into account. This includes the introduction of gender action plan and mechanisms to enable women to participate in decision making around WASH issues;
- Ensure that IP’s work is carried out in a way that is sensitive to community needs and addresses gender issues. In particular, develop plans with IP to promote the full and equal participation of women in decision making and to ensure that CARE Programme is an opportunity for peace making, rather than community division (No harm approach focused);
- Work closely with the IP’s MEAL staff to ensure that an appropriate gender sensitive accountability mechanism is in place;
- Ensure appropriate MEAL activities are in place for all WASH activities;
- Ensure that systems are set in place for the operation and maintenance of all water supplies, including the provision of all necessary trainings to community groups;
- Support in carrying out, where necessary, the selection, design and construction of water systems, using ground water or surface water, including abstraction, storage, treatment and distribution for new systems or rehabilitation of existing systems;
- Ensure that IP installs the most appropriate form of sanitation systems, in consultation with the beneficiaries, which includes PHAST /CLTS and other excreta disposal options, refuse disposal, vector control, and drainage;
- Ensure close coordination with CO WASH experts to meet the needs of the beneficiaries;
- Where activities such as water trucking are employed ensure that there is an exit strategy in place;
- Provide training to IP staff on health and safety at the workplace;
- Ensure that an empowering approach to working with communities is employed by ensuring that they are involved in the decision-making process and have ample opportunity to give feedback which is acted upon;
- Ensure adoptive planning for WASH intervention;
- Ensure that the CARE other project such as Health, Food, livelihoods and nutrition pr are integrated and linked up as possible to the WASH programme areas.

Human Resource Management: % of Time: 15%
- Responsible for the management of sub-contracts and support IP staff managing the public health engineering activities;
- Ensure good coordination, joint planning and implementation, between the WASH and FSL teams of IP, so that activities could complement each other effectively.
Logistics and Supply Management: % of Time: 15%
- Ensure proper verification of all WASH supplies being procured by CARE/IP or sub-contractor before delivery to the project sites for quality purposes;
- Work with the sub-contractor or IP’s focal point and CARE staff (if needed), to develop a procurement plan for WASH supplies during humanitarian response, including procurement of WASH contingency stock;
- Ensure donor regulations on procurement are complied with at all times and waivers are sought for during the proposal designs, wherever needed.
- BSC Civil Engineering or any discipline related to Water, Sanitation, Public Health Promotion, Environmental, civil technology or Geo. Experience could substitute for a formal qualification, but not vice versa;
- At least five years’ practical experience in appropriate water supplies and sanitation. It is desirable that some of this should have been in emergency relief programmes. The post holder must be aware of and sensitive to the particular needs of women in this context;
- Proven experience in managing WASH activities;
- Sensitive to the needs and priorities of disadvantaged populations;
- The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations;
- Experience and understanding of community mobilization in relation to water and sanitation activities;
- Fluent in English and Urdu (written and spoken); fluency in Sindhi language will be an added advantage;
- Excellent in Computer skills and report writing
- Demonstrated experience of integrating gender and diversity issues into public health promotion;
- Ability to work well under pressure and in response to changing needs.
The individual will be based in Umerkot, Sindh, with frequent travelling to project implementation sites.
