Job Description Project Officer – Tehsil Based  

Job Title: Project Officer – Tehsil Level
Reports To: District Coordinator
Duty Station: Tehsil Jhal Magsi 1 and Tehsil Gandawa 1
Contract Duration: March – June 2026 (4 months)
Working Schedule: Full month, excluding Sundays

1. Purpose of the Position

The Project Officer is a field-based operational position responsible solely for the day-to-day implementation and supervision of approved project activities at the Tehsil level.
The role focuses on execution, field monitoring, task tracking, and routine reporting, ensuring that community-level activities are delivered exactly as per the plans, guidelines, and instructions approved by the District Coordinator.

The position does not include district-level planning, representation, budgeting, evaluations, media handling, or donor engagement.

The Project Officer position is a critical operational role designed to complement, not duplicate the project coordinator,  the Project Officer is dedicated solely to tehsil-level execution and supervision of community mobilization activities. This role ensures continuous field presence, close monitoring of Community Mobilizers, timely documentation, and immediate resolution of operational challenges at the local level—the Project Officer enhances program quality, adherence to project protocols, and responsiveness to community needs, thereby ensuring the effective and efficient delivery of project objectives without overlapping or undermining the coordinator’s strategic responsibilities.

2. Scope of Authority (Clear Boundaries)

The Project Officer:

  • Operates only within assigned Tehsil boundaries

  • Implements pre-approved work plans 

  • Reports exclusively to the District Coordinator

  • Has no decision-making authority on:

    • Project design or modification

    • Budgets or expenditures

    • External coordination at district level

    • Media or visibility

    • Evaluations or donor reporting

3. Key Responsibilities

A. Field Implementation (Tehsil-Level Only)

  • Implement daily project activities strictly as per the approved Tehsil work plan.

  • Ensure Community Mobilizers (CMs) conduct planned sessions, household visits, and community meetings.

  • Verify attendance, coverage, and completion of field activities.

  • Ensure vaccination-related mobilization messages are delivered consistently and accurately.

B. Routine Field Supervision

  • Conduct regular spot checks of CM activities.

  • Observe sessions to ensure compliance with:

    • Project SOPs

    • Gender-sensitive and inclusive practices

    • Child safeguarding and PSEA standards

  • Provide immediate corrective guidance to CMs on operational issues only.

C. Activity Tracking & Documentation

  • Maintain daily field activity logs (visits conducted, sessions held, issues faced).

  • Compile:

    • Attendance sheets

    • Activity checklists

    • Community feedback forms

  • Submit structured daily and weekly updates to the District Coordinator without interpretation or analysis.

D. Community-Level Liaison 

  • Liaise with:

    • Community elders

    • Volunteers

    • Local influencers
      only for facilitation of activities, not for advocacy or formal coordination.

  • Ensure community feedback is recorded and forwarded, not resolved independently.

4. Deliverables

  • Daily activity logs (Tehsil-specific)

  • Weekly field summary reports (descriptive only)

  • Verified attendance and session records

  • Documented community feedback and operational issues

  • Timely escalation of risks and gaps to District Coordinator

5. Reporting Line

  • Direct Reporting: District Coordinator

  • Functional Coordination: Community Mobilizers only (task execution)

7. Required Qualifications

  • Bachelor’s degree in social sciences, Development Studies, Public Health, or related field.

  • 3–5 years of field-level implementation experience in development or humanitarian projects.

  • Prior experience working at union council or tehsil level preferred.

8. Required Skills & Competencies

  • Strong field supervision and task-follow-up skills

  • Ability to work under clear instructions and timelines

  • Basic documentation and reporting skills

  • High integrity, discipline, and accountability

  • Ability to work in remote and challenging environments

9. Working Conditions

  • Extensive travel within assigned Tehsil

  • Field-based role with limited office work

  • Close interaction with communities and frontline workers
