There is a long effort that WaterAid has put into the national MHM movement and HerWASH, which aims to involve a selected and motivated group of people from government, parliamentarians, civil society organisations, health professionals, the corporate sector, private schools, and students to support in the creation of an enabling environment for girls and women in schools, healthcare facilities, and workplaces and to enhance the participation of women in the workforce through MHM and WASH integrated at workplaces.

Background

Hygiene promotion is most important when people lack good water and sanitation services. undoubtedly, that is when health risks are great, especially when there is not enough water easily available for personal and domestic hygiene and excreta are left in the open; but, it is also evident that even when water and sanitation facilities are improved, good hygienic habits do not follow automatically. Hygiene promotion requires a planned, systematic approach to enable people to take action to prevent or mitigate water, sanitation, and hygiene-related diseases and provides a practical way to facilitate community participation and accountability.

Contrary to the required planned approach, in practice, there are still many blanket campaigns and identical IEC material-based approaches used for transforming behaviours without considering the actual behaviours/motives to be targeted.

Hygiene Behaviour Change Communication (HBCC) is thus be an essential and crosscutting component of all WASH and MHH programme with aim to improve public health, dignity and wellbeing of the people in need. It is based on using interactive process with communities to develop tailored IEC messages and BCC approaches considering a variety of communication channels to promote positive behaviors and sustain individual, community, and societal behavior change. BCC involves the development and implementation of communication messages; communication activities and a supportive environment needed to promote and sustain behavior change.

To change hygiene behaviours of communities, WaterAid adopts the “Assess, Build, Create, Deliver and Evaluate (ABCDE) approach” of behaviour change, which provides a concrete framework that can be used to design a theory driven but context specific behaviour change interventions. This approach involves a systematic and planned step to design and adopt localized and tailored tools and channels to change and sustain behaviours.

Assignment Objective

The overall objective of this assignment is to build the capacity of the participants/ audience in hygiene BCC, essential components and consideration for hygiene promotion, by adopting the ABCDE approach of behaviour change.

The specific objective is:

a)    To build capacity of WaterAid WASH partners’ staff on hygiene behaviour change communication using ABCDE approach of BCC

b)    To design a comprehensive training for staff on hygiene BCC

c)    To conduct the 4-day training along with-and post-training assessments

d)    To submit a comprehensive training report along with the training evaluation

Scope of Work

Under this assignment, the individual consultant/firm responsible to:

  • Training sessions/ content finalization: In consultation with WaterAid, the consultant will be expected to design Agenda, presentations, handouts, evaluation, and other required tools for training as required
  • Training of Master Trainers: Conduct a 4 day-long tailored training of trainers for key mobilization staff of WA partners
  • Report writing: A final report of the training event

Logistics

Training Hall, Venue, accommodation and food for the participants and trainer will be covered by WaterAid Pakistan. Stationary will be provided by WAP.

Travel cost of trainer/consultant will be borne by trainer/consultant.

Deliverables

The consultant is expected to deliver the following:

The following deliverables are anticipated as outcomes of the proposed consultancy.

  • An inception report delineating the process of designing and executing the training of social mobilizers
  • Agenda, presentations, handouts, pre and post-training evaluation, and other required tools for 4-days training
  • Training reports with pre and post evaluations, and pictures/videos of activities and required annexes
  • Organizational level plan for adopting ABCDE approach.

Reporting Lines

In all matters related to this assignment, the consultant will report to the Manager (HerWASH) based at WA Pakistan Office, Islamabad.

Intellectual Property Rights

All documents and knowledge generated as part of this assignment (reports etc.) shall remain the sole and exclusive property of WaterAid Pakistan.

Duration of the assignment

Although the work undertaken for this assignment will be for specific days (as mentioned in the table below); however, WaterAid intends to enter into an agreement for overall 10 day, commencing from the agreement signing date.

Pre-Requisites for Consultants

The consultant proposed to be leading the assignment is required to have the following qualifications:

  • The lead consultant should have a minimum master’s degree or equivalent in the Social Sciences or public health, preference will be given to people with a Public Health background
  • Proven relevant work experience in conducting T-o-Ts on hygiene promotion behaviour change communication for partner organizations and government officials on the ABCDE approach of BCC.
  • Demonstrated knowledge and experience in conducting a training needs assessment
  • Excellent writing, editing, and oral communication and facilitation skills

Evaluation Criteria

The technical proposals will be evaluated according to the “evaluation criteria” below and the technical qualification threshold point is “70”. Financial offers of ONLY successful candidates will be opened.
