Position Objectives:

The objective of the position is to support the implementation of the Safer Access Framework (SAF) in order to sustainably improve the National Society’s acceptance and security, thereby contributing to enhanced acceptance and safer access for the PRCS.

The role of the position is mainly:

-       To mainstream/integrate SAF elements in different projects/programs and operations of PRCS.

-       To facilitate and coordinate with relevant operational and support departments of PRCS on smooth implementation of SAF PoA

-       To monitor and report the progress of implementation of SAF PoA

-       To disseminate/share knowledge and skills set on SAF among different tiers of PRCS.

Specific Duties, Responsibilities, and Accountabilities

  1. Assist the line manager to integrate SAF elements in strategic plans,operational set up (Programs and relief operations) and the relevant procedures and practices of the organization.
  2. Provide technical support to the line manager for the agenda and reporting on SAF related subject during OD/NSD Technical Committee meetings and ensure participation of relevant focal persons from Branches, as and when required.
 
  1. Support the relevant Program Managers to ensure that SAF priorities are reflected in the development projects / programmesas well as during responding to any disaster/emergency situations.
  1. With support of line manager, take a lead role in close coordination with communication unit of PRCS to ensure:

a)      That a well-designed stakeholders mapping is undertaken

b)      Perception study for PRCS in Pakistan is conducted

c)      Based on the findings of stakeholders mapping and perception study, develop stakeholders engagement plan and provide technical support to relevant departments of PRCS in its implementation.

  1. Support SAF assessment and planning activities for Branches in the priority regions in Pakistan.
  1. Support the Program Manager to ensure that relevant SAF elements are included in the PRCS programs and activities such as Health, DM and or contingency planning and response tools
  1. Support the strengthening of impact monitoring of SAF investments and promote institutional learning as well reporting on the progress of implementation of SAF PoA.
  1. Capture and document SAF good practices and / or select experience and printing and dissemination to all tiers.
  1. Take lead role in designing and implementing capacity building initiatives for all the relevant tiers of PRCS; Governance and Management, staff and volunteers
  1. Any other duty assigned by the PRCS Senior Management.

Education

Masters’ degree / 16 years of education in social sciences/ or management studies from any reputed organization.

Experience

Minimum of 3 years of experience in humanitarian and/or development sector .

Specialized level of knowledge in the Organizational Development particularly in the fields of internal communication, stakeholders management, capacity building of staff.

Operational experience in a diverse range of insecure contexts.

Relevant experience of working with the RCRC Movement will be preferred.

Skills/Knowledge

Excellent report writing skills

Command over IT Tools and systems like word, power point excel etc.

good understanding of security management challenges

Advanced innovative thinking and analytical ability

Strong and proven communication and negotiation skills

Travelling

The official will have to travel to other PRCS Project areas across Pakistan, as and when required.
