Job Summary

Primarily responsible for continuously monitoring the safety and security environment in the operational areas, the Business Risk manager will be expected to conduct and maintain risk assessments, develop and maintain standard operating procedures, and provide regular safety training to all staff. It is expected that the Manager will accompany staff on field missions on as need basis to better develop an awareness of the challenges faced by staff in the field. The Business Risk Manager will be expected to establish Operational Protocols related to safety and security such as movement protocols, and support in coordination with travelling staff, provide trainings and regular drills for all staff involved, to ensure the highest levels of safety and security measures are implemented and followed. This role will also oversee safety and security plans, business continuity plans, and incident management, including oversight and management of all staff employed for safety and security management.

This will be done in compliance with USAID policies, with the Manager serving as the subject matter expert for risk and mitigation assessments, safety and security planning, training and implementation

Key Job Outcomes:

Risk Assessment and Mitigation

  • Conducts periodic risk assessments and develops risk management and mitigation plans to ensure compliance with USAID and Pathfinder policies, procedures, and standards of conduct.
  • At least once per quarter, update the standard risk assessments for locations and specific projects, and provide a security report to Director Finance and Operations, and Chief of Party
  • Ensure the safety and security readiness of all staff at Field level through regular integration of risk management priorities and objectives into Field Office planning.
  • Assists with implementation of risk management and mitigation plans.
  • Coordinate and Monitor implementation of Standard Operating Procedures through Safety and Security Focal Points
  • Meet with Project Managers and program staff to routinely identify upcoming safety and security needs, programmatic developments, or other areas of concern,
  • Supports Finance Advisor, and other stakeholders on risk identification process.
  • Supports in the development of, and monitors project risk dashboard at the country-level;
  • Provide emergency procedures drills and trainings,
  • Design journey management procedure and ensure compliance,
  • Review new-staff security on-boarding requirements are being met
  • Will support Human Resource for conducting background checks and issuing security clearances for new employees

Project Security Management

  • Implementing and developing procedures, protocols and policies for safety and security.
  • Engender a spirit of safety and security awareness and strong personal security comportment to all project staff
  • Enhance staff security awareness and through emergency procedure practices and trainings.
  • Prepare Country Office Safety and Security Plan, Business Continuity Plan, and Crisis Management Plan documents on a regular basis.
  • Schedule and hold emergency drills at Pathfinder offices (fire or hostile entry).
  • Schedule and hold emergency telephone tree practices and personal safety security refresher trainings.
  • Support Director Finance & Administration for Safety and Security Planning related to local and international travel
  • Create Incident Reporting Mechanism and ensure monthly updates on incidents (as applicable) are shared with CoP and Director Finance and Operations, or other stakeholders required
  • Collaborate with the Admin as well as the Housekeeping team in case of emergencies
  • Maintaining physical security by monitoring building access controls, surveillance systems, and other security measures.
  • Monitor security expenses as well as controlling budgets for all the security operations
  • Liaison with security services companies for any requirement of security staff and equipment for office staff and locations.

Security Network

  • Establish an interfacing and leveraging network with actors from the humanitarian, development, diplomatic and private sector to enable timely and arcuate information gathering to enable safety and security management and disseminate new updates to staff members.
  • Maintain a Liaison with Global Security Director for any new updates, policies implementation and advise project staff as per global recommendation.
  • Engage with security networking focal point organizations.
  • Access open source safety and security focal points to improve information access.
  • Maintain liaison with local security agencies, police department to caster security needs of Pathfinder staff at project sites

Education and Work Experience

  • Bachelor’s degree required and minimum 5 to 7 years of experience
  • Required experience in enterprise risk management, risk assessments and evaluations, security trainings and assessments, in the private and public sector
  • Advanced understanding of country security context, ground realities and concerns,
  • Experience with business continuity planning, security training, incident management, and emergency drills.
  • Experience in international non-profit, including with regulatory and legal requirements of grants and contracts funded by USAID and foundations
  • Demonstrated experience developing risk models, and implementing an overall risk management process for the organization, which includes an analysis of the financial impact on the company when risks occur

Preferred Education & Work Experience

  • Prefer: Certified Information Privacy Professional (CIPP) certification or knowledge of US and International privacy law
  • Familiarity with USAID administrative, management and reporting procedures and systems.

  • Presentation Skills: Proven ability to make presentations on results and products to small and large groups.
  • Knowledge of the context of Pakistan, including relevant government processes and policies;
