Position Objectives:

  • Responsible for (1) Procurement, (2) Asset Management, (3) Fleet Management, (4) Warehousing, (5) Oversight of Logistics operations of PRCS Programs/Projects.
  • To fulfill all PRCS Procurement and logistics needs in accordance with policies and procedures of the organization

Specific Duties, Responsibilities, and Accountabilities:

  •  

Lead coordination between the logistics team and program/project managers to facilitate effective, efficient and timely program implementation

  •  

Provide technical support and guidance to concerned stakeholders on the development of supply chain plans, including demand analyses, market assessments, and planning NHQ and National level contracts, warehouses and infrastructure

  •  

Establish a rigorous, accountable and transparent procurement system, which is compliant with PRCS’ Procurement Manual, local laws and donor requirements

  •  

Assist in establishing and implementing procurement plans with various Program/Project Managers

  •  

Enforce a zero-tolerance policy regarding corruption and contribute to ensuring complaints are recorded and investigated appropriately, in line with the PRCS Code of Conduct and Accountability Framework

  •  

Ensure systematic process of transporting items from any suppliers to field locations with full monitoring of movement and receipt of items

  •  

Coordinate with different organizations for, customs clearance and other formalities of Government of Pakistan for incoming goods to ensure their timely receipt into delegation stores and/or warehouses

  •  

 Provide support and advise Logistics team to ensure that all warehouses are equipped with all modern equipment, stock of warehouses is maintained at optimum level, regular  monitoring visits to field warehouses are made for smooth functioning as per Warehouse Manual and all Warehouses staff is fully trained on necessary inventory management systems

  •  

Work closely with Finance department to regularly monitor payment status and ensure timely payments to concerned stakeholders

  •  

Review existing Procurement and Logistics methods and make process improvements for effective delivery

  •  

Ensure that all company assets are properly listed and managed in an Asset Management database and implementation of regular asset verification

  •  

Oversee the effective functioning of the IT equipment in all office and guesthouse facilities and ensure that the required IT infrastructure and support is in place to allow smooth functioning of operations, whereby in compliance with PRCS IT policies.

  •  

Follow up with Fleet Supervisor if PRCS vehicles are regularly serviced and maintained, drivers are supervised effectively and ensure adherence to transport and relevant safety SOPs and proper recording on fleet management (e.g. log books, fuel consumption etc) according to PRCS ’s Fleet Management Guidelines

  •  

Liaise and cooperate with PRCS Senior Management Team and Program Managers on procurement and logistics matters

  •  

Represent PRCS with relevant external local organizations and networks, actively networking and building strong relationships

  •  

Ensure donor compliance is adhered to in programs implementation and contribute to donor proposals, budgets and reports

  •  

Contribute to Emergency Response planning for procurement and logistics needs and execution including developing appropriate Frame Work Agreements

  •  

Other duties, as directed by PRCS Management

Education

MBA/Master’s degree from HEC recognized University/ Institute, preferably in Logistics, Procurement, Supply Chain Management or related field.

Experience

Minimum 07 years of  professional working experience in the field Logistics & Procurement.

Skills/knowledge

Sound Knowledge of Procurement and Logistics policies and procedures. Well aware of PPRA Rules and best practices of the market.

Ability to work effectively with internal and external stakeholders

Good communication and interpersonal skills

Capacity to monitor large volume of operations, take high level responsibilities and to work under pressure under tight deadlines
