Position Objectives:

 

 

To streamline RASB Approach within PRCS in strong coordination with ICRC Counterparts. The role will provide a strategic level of input to the public authorities in the humanitarian field and grass root networks for tackling the effects of weapon contamination. Ensuring that the PRCS branches are following the agreed plan of action in the field and all the financial, administrative, and logistic arrangements are intact for smooth implementation of program. Coordinate the RASB approach with in PRCS and Community based structures. The position will direct their efforts in close coordination with ICRC, towards the promotion of legal norms, incident reduction and data gathering through systematic implementation of the RASB Program and integration into various other components of the institution. Support to bringing all branch level intervention together, structuring processes and achieve the results. The position will also be responsible to play an important part in providing various forms of victim assistance, based on needs and capacities of the referral organizations by playing strong coordination role between ICRC PRCS and service organization through referral mechanism agreed between the partners.

 

 

Specific Duties, Responsibilities, and Accountabilities

 

 
  •  

 

Responsible for coordination, planning, budgeting, implementation, monitoring, and evaluation of the RASB Program under agreed LFM and coordinating with relevant stakeholders and other government line departments involved in Mine Action.

 

 

 

 
  •  

 

Prepare analysis of the weapon contamination issues and challenges in the country and share with PRCS NHQ and the ICRC on a periodic basis for increased understanding. 

 

 

 

 
  •  

 

Take measures to promote coherence and complementarity as well as to encourage

standardization of structures, SOPs, guidelines, etc. where applicable.

 

 

 

 
  •  

 

Lead PRCS in the development and roll-out of a strategic plan for RASB Program intervention through PRCS branches and in coordination with movement partners.

 

 

 

 
  •  

As part of the capacity Development aspect, enhance the communication links between the PRCS HQ and branches with regards to program implementation aspects, coordinate with ICRC counterpart for better implementation and skill development

 

 
  •  

Responsible for exploring different capacity-building opportunities for PRCS employees. With the active support from the HR department guide and facilitate “Training Need Assessments” and prepare a training and development plan. Communicate it with PMER and other relevant units for consideration.

 

 

 

 

 

 
  •  

 

 

To advise and facilitate the PRCS management and other units of PRCS during partnerships framework discussion on the needs and resources. Facilitate compliance with the movement guidelines on such partnerships.

 

 

 

 
  •  

Liaises proactively with governmental bodies, specialist agencies, the UN, international

  • organizations, educational institutions, NGOs, and the private sector on matters related to policy, research and development, coordination, and good practice as regards conventional weapons.

 

 

 

 
  •  

Act as the focal person on behalf of PRCS for any such partnerships and in close coordination with other units of PRCS facilitate the partnership process.

 

 
  •  

Develop annual work plan for RASB activities and ensure their timely monitoring and evaluation using desk reviewing techniques as well as field visits

 

 
  •  

Invest in digitalization of information and promotion of RASB activities on the social media platforms in understanding with PRCS Communication strategy

 

 
  •  

Ensure the data protection, security and privilege of PRC communications in all forms and type

 

 
  •  

Ensure ICRC counterparts are full informed of program related interventions, decisions and communication within PRCS.

 

 
  •  

Lead Assistant Director RA/SB, IMS Officer and Provincial Program Managers and take  responsibilities for their overall supervision, capacity building, and performance.

 

 

Education

 

Masters’ degree (16 years of education) in Social Sciences or Project Management from any reputed organization.

 

Experience

 

07x years overall professional experience in the humanitarian or development sector including in highly insecure contexts, Experience in Mine Action, and working with the RCRC Movement as an asset.

 

Skills/Knowledge

 
  • Demonstrated capabilities in management, planning, and training/capacity building
  • Sound understanding of the mine action environment and dynamics
  • Sound understanding of international humanitarian agencies and their work and ethical standards.
  • Knowledge of International Mine Action Standards (IMAS).
  • Good understanding of the principles of Risk Management.
  • Advanced innovative thinking and analytical ability
  • Strong and proven communication and negotiation skills
  • Excellent command of written and spoken English and of the local language.
  • Excellent computer skills.
 

Traveling

 

The official will have to travel to other PRCS Project areas across Pakistan, as and when required.
