NPI EXPAND Overview

The New Partnerships Initiative (NPI) Expanding Health Partnerships—NPI EXPAND Project—is a global five-year (2019-2024) U.S. Agency for International Development (USAID) funded project that supports locally-driven efforts to increase the availability and utilization of high-quality health and education services. NPI EXPAND invests in new and underutilized local partners (NUPs) and strengthens their capacity to strategize, plan, and implement programs with USAID funds. Enhanced participation of capable local organizations to increase demand for and to deliver high-quality, high impact services will enable governments to meet crucial goals equitably and sustainably. NPI EXPAND will also catalyze opportunities to scale up innovative interventions by strengthening the capacity of NUPs with varying levels of capabilities and exposure to USAID.

Position Description

 The NPI EXPAND Human Development Activity (HDA) in Pakistan is recruiting a Program Manager for Health to provide technical and managerial support for project activities including work plan development, grant making, capacity strengthening with local grantees, documentation and reporting, communications, and monitoring, evaluation, and learning (MEL). S/he will work closely with NPI EXPAND Pakistan’s health grantees for grant monitoring and helping ensure successful grant implementation. The Program Manager will apply a gender lens to all country activities in health, ensuring that gender equity is advanced and will help ensure that adolescents and youth remain a cross cutting theme across project activities. The Program Manager will report to the NPI EXPAND Pakistan Country Team Lead (CTL). This position is based in Islamabad, Pakistan, with frequent travel to Peshawar and other parts of Khyber Pakhtunkhwa (PK) province, where NPI EXPAND grantees are located.

 Primary Duties and Responsibilities:

The NPI EXPAND Program Manager for Health will be expected but not limited to:

Provide technical oversight:

  • Ensure health programming approaches in FP/MNCH reflect international and national guidance and best practices.
  • Provide technical guidance in health to grantees and for all activities in country.
  • Engage in regular monitoring calls with the Country Team Lead (CTL) and in-country project technical staff, grantees and consultants.
  • Conduct weekly/monthly meetings with grantees to discuss project updates, provide technical guidance and support, and help address challenges.
  • Identify challenges/issues with project work and troubleshoot solutions with in-country staff and experts.
  • Ensure gender, adolescents and youth are taken into account in all project work in technical area and that gender equity principles are advanced.
  • Ensure that health grantees complete and submit monthly grantee monitoring reports on time in coordination with the MEL Specialist.
  • Ensure that heath grantees follow approved project implementation plans and standard operating procedures for project interventions, complete high-quality deliverables on time, and document any delays.
  • Ensure that grantees follow the branding and marking guidelines for all NPI EXPAND HDA supported activities.
  • Ensure FP and commodity procurement compliance for all health and FP grants.
  • Conduct frequent visits to grantees for technical support and grant monitoring.
  • Engage with district and provincial level government officials from the Departments of Health and Population.
  • Welfare to ensure continued policy support for grantees.
  • Work with the Finance and Operations Manager and PK team to and ensure that health program activities are in line with the budget.
  • Escalate any persistent challenges/issues as appropriate to the CTL and the project's global staff.

Oversee and provide input into grantee and project reports:

  • Assist with preparation and review of monthly, quarterly, semi-annual and annual reports for Palladium global team and USAID and ensure that technical content on health is developed and submitted on time to the CTL.
  • Engage in weekly calls with the Pakistan and global project teams.
  • Engage in biweekly calls with the project and global teams and USAID.
  • Review and approve achievements of milestones submitted by grantees.
  • Review and advise on health aspects of deliverables proposed and submitted by grantees.
  • Ensure maintenance of activity documentation for health programming (documents, emails, workplans and drafts) in an appropriate location where others can find it.

Monitoring, Learning, Reporting, and Dissemination:

  • Contribute towards documenting achievement of objectives and data collection for the monitoring and evaluation plan.
  • Co-develop (with in-country staff and local partners) remote and in-person workshops and knowledge dissemination events to share experiences and successes and address challenges that may arise among local implementers.
  • Support the CTL and technical project staff on communication with USAID Mission as needed on health programming issues.
  • Work with in-country staff to identify promising practices, success stories, and lessons learned to document and disseminate through print, electronic, and social media including the global NPI EXPAND website and social media pages, presentations, and other means.
  • Support country staff with the development of communications products including case studies, success stories, lessons learned and photos with local partners to communicate activity progress and impact.

Period and Location of Performance

 The position will go through March 2024. It is based in Islamabad with frequent travel to and within KP.

Required Qualifications:

  • Masters’ degree in public health, international development, or related field required.
  • Demonstrated experience managing project activities and providing technical assistance in FP and/or MNCH required.
  • Demonstrated experience with USAID-funded projects and familiarity with USAID rules, regulations and reporting guidelines required.
  • Strong experience working with civil society organizations (NGOs, CBOs) required.
  • Experience supporting projects in KP preferred.
  • Experience with, and understanding of, the KP Departments of Health and Population Welfare preferred.
  • Experience representing project or activity with government, donors, and other stakeholders preferred.
  • Experience with monitoring, evaluation, and learning activities preferred.
  • Excellent report writing and communications skills required.
  • Proficiency in Microsoft Office tools including Word, Excel and PowerPoint required.
