Terms of Reference (TORs)

1. Background

Kindernothilfe e.V. (KNH) is an International Non-Governmental Organization working in Pakistan in the areas of child well-being, women development and community development in different areas of Pakistan. KNH intends to conduct a five-day training workshop for its local partner organizations in Pakistan on the Child-Centered Core Humanitarian Standard (CHS).

The training aims to strengthen the capacity of partner organizations to apply the Core Humanitarian Standard in a child-centered and child-sensitive manner across humanitarian programming. The training will support participants to understand quality and accountability commitments, identify and address risks to children, strengthen meaningful participation and feedback mechanisms, and integrate child safeguarding and protection considerations throughout the programme cycle.

2. Objectives

The overall objective is to enhance the knowledge, practical skills and capacity of partner organization team members on the Child-Centered Core Humanitarian Standard and its application in humanitarian programmes.

By the end of the training, participants will be able to:
• Understand the nine commitments of the Core Humanitarian Standard and their relevance to children.
• Apply child-centered and child-sensitive CHS principles in Programme planning, implementation,   monitoring and learning.
• Identify key risks, barriers and protection concerns affecting children in humanitarian contexts.
• Strengthen meaningful participation of children and communities in humanitarian action, using safe and age-appropriate approaches.
• Strengthen accessible, safe and child-sensitive feedback and complaints mechanisms.
• Integrate accountability, safeguarding, inclusion and protection considerations into humanitarian programming.
• Develop practical organizational/action plans to improve application of child-centered CHS within partner programmes.

3. Scope of Work

The consultant will be responsible for designing and delivering a participatory five-day training programme on the Child-Centered Core Humanitarian Standard, in consultation and according to KNH framework.

4. Deliverables

Detailed training design and agenda, submitted to KNH for review and approval before the training.

Training materials and participant handouts developed/adapted for the five-day training.

Delivery of the five-day participatory training.

Pre/post training assessment or another appropriate method to assess learning and participant feedback.

Facilitation of participant/organizational action planning, identifying practical steps for applying child-centered CHS principles.

Final training report within two weeks after completion of the training, including summary of sessions, participant feedback, learning results, key observations, recommendations and agreed action plans.

5. Consultant’s Qualifications

Demonstrated expertise in the Core Humanitarian Standard (CHS), humanitarian quality and accountability, preferably with experience in child-centered or child-sensitive humanitarian programming.

Relevant experience in designing and delivering training on CHS, accountability to affected people, child participation, safeguarding, protection or related humanitarian standards.

Strong understanding of child rights and the application of child-centered approaches in humanitarian contexts.

Experience in participatory training design and facilitation for NGO/INGO staff and partner organizations.

Strong facilitation, communication and interpersonal skills.

Understanding of the humanitarian and child protection context of Pakistan is an advantage.

6. Reporting and Communication

The consultant will coordinate with the CRP Program Manager, keeping the Country Manager KNH in line. The final report will be submitted within two weeks after the training.

7. Confidentiality and Intellectual Property

The consultant shall maintain confidentiality of all information received or accessed during the consultancy. KNH will be the owner and custodian of training materials and intellectual property created specifically under this consultancy, unless otherwise agreed in writing.

No late submissions shall be entertained. Incomplete submissions may not be considered for further processing.

10. Selection and Disclaimer

Proposals will be screened and evaluated against KNH’s criteria, and only shortlisted firms/consultants will be contacted for further process. Submission of a proposal does not entail any commitment towards a contract on the part of KNH or create any obligation to reimburse costs incurred in preparing the proposal. KNH reserves the right to accept or reject all or any proposal without assigning any reason.
