Context
Relief International (RI) is an international non-profit organization that partners with communities impacted by climate change and disaster to save lives, build greater resilience and promote long-term health and wellbeing.
Our team of more than 7,000 staff and local volunteers work in 15 countries across Africa, Asia, and the Middle East, providing Health and Nutrition, WASH (Water, Sanitation, and Hygiene), Education and Livelihoods programming that creates the foundation for community resilience.
We do this by working with local actors to develop safe and inclusive local programming that is evidence based, conflict sensitive, climate smart, and reaches those in need.

In Pakistan, RI works with government institutions, communities, local organizations and humanitarian partners to deliver safe, inclusive and accountable programs across protection, mental health and psychosocial support (MHPSS), education, health, livelihoods and WASH, including programming in Khyber Pakhtunkhwa and Balochistan.
Job Profile
The Provincial Emergency and Distribution Officer coordinates RISE emergency preparedness, approved routine material assistance and, following emergency activation, time-bound emergency assistance in the assigned province. The role translates assessed needs into practical response and distribution plans, coordinates safe and equitable household assistance, and maintains accountable stock and distribution records. The Officer works with the Provincial MHPSS Coordinator and Head of Office, qualified MHPSS teams, Supply Chain and MEAL colleagues.
Key responsibilities
Context background
The RISE project provides community-based and layered mental health and psychosocial support (MHPSS). Services promote wellbeing, coping, daily functioning and earlier, safer help-seeking through outreach, wellbeing centers, mobile clinics, home-based support, hotline services and referrals. Access is voluntary and based on assessed vulnerability and approved eligibility criteria. The role supports routine preparedness and approved emergency material assistance where applicable.
Emergency response preparedness and planning
- Maintain provincial emergency scenarios, risk information, response options, contact lists and practical preparedness plans, including assessment, mobilization, staffing, access and distribution arrangements.
- Support rapid, protection-sensitive assessments and prepare evidence on severity, unmet needs, access, feasibility and RI capacity for management review against agreed crisis-modifier criteria.
- Develop proposed response plans, budgets, timeframes, locations and target populations with programme and support teams; activation and emergency expenditure require prior written donor approval through authorized management.
- Coordinate advance specifications, supplier options, framework arrangements and training with Supply Chain under approved preparedness authority; do not independently activate a response or commit emergency funds.
B. Coordination and Needs-Based Response
- Coordinate routine MHPSS material assistance included in the approved work plan, applying the same inclusion, safeguarding and stock controls while recording it separately from emergency distributions.
- Following approved activation, translate the response plan into field schedules, team assignments and service arrangements proportionate to the emergency and available resources.
- Coordinate with government, humanitarian partners and community representatives to identify unmet needs, avoid duplication and maintain safe access without disclosing unnecessary participant information.
- Apply approved vulnerability and eligibility criteria transparently, document selection decisions and access barriers, and arrange accessible assistance for women and girls, persons with specific needs and affected households.
- Connect emergency outreach with qualified PFA, psychosocial and referral teams; the Officer coordinates practical assistance and does not deliver counselling, clinical assessment or focused psychological treatment.
C. Safe Distributions and Supply Accountability
- Plan safe sites, accessible queues, privacy arrangements, crowd management, schedules and communication, using consultation and security advice to reduce protection risks and exclusion.
- Coordinate approved dignity, hygiene and psychosocial-wellbeing kit specifications and quantities with technical teams and Supply Chain; adapt packages to assessed needs and approved procurement procedures.
- Verify receipts, quantities and condition, maintain stock and dispatch records, reconcile distributions and balances, and report losses, damage or suspected diversion promptly; preserve procurement, receipt and approval segregation of duties.
- Explain entitlements and feedback options clearly. Receipt of assistance must not depend on counselling, disclosure of distress, survey participation, photographs or acceptance of another service.
D. Records, Monitoring and Safeguarding
- Maintain auditable beneficiary, dispatch and distribution records using approved minimal-data tools, consent arrangements and coded identifiers; protect access and transfer participant information securely.
- Report households, people, sessions and service contacts in their respective units; distinguish household kits, kit types, collective operational materials and repeat replenishments, recording emergency assistance separately from routine MHPSS.
- Support independent MEAL verification and post-distribution monitoring, reconcile objective-level and project-level overlap with MEAL staff, and implement agreed corrective actions without influencing participant feedback.
- Track routine distribution complaints through approved channels and promptly refer safeguarding allegations or serious protection concerns to designated specialists; do not investigate sensitive cases or include details in general logs.
E. Reporting, Transition and Team Support
- Provide timely situation updates, distribution summaries and budget tracking information, escalating implementation delays, access constraints, quality concerns and proposed changes for management approval.
- Brief and support assigned staff and volunteers on roles, safe conduct, safeguarding, eligibility, records and incident escalation; coordinate workloads and field travel under approved security procedures.
- Plan timely response closure and transition with programme teams, linking people needing continued MHPSS or qualified external providers through consent-based referral arrangements.
- Reconcile supplies and records, document lessons with MEAL and operational colleagues, and undertake other duties consistent with the role and approved emergency scope.
F. Professional conduct and teamwork
- Uphold RI’s Code of Conduct and prevention of sexual exploitation, abuse and harassment requirements; report concerns promptly through designated channels.
- Participate in staff wellbeing and learning activities, follow security procedures and perform assigned duties within professional competence.
Qualifications
Essential Criteria
- Bachelor’s degree in Disaster Management, Social Sciences, Development Studies, Logistics/Supply chain, Public Health or a related discipline.
- At least four years of relevant humanitarian experience, including emergency field coordination, needs assessments and accountable distributions.
- Practical experience with distribution planning, stock and dispatch documentation, basic budget tracking and coordination with procurement and finance functions.
- Demonstrated understanding of impartial assistance, accessible participation, safeguarding, confidentiality and feedback mechanisms.
- Clear communication in Pashto, Urdu and a language commonly used in the assigned district; basic English reading and reporting ability.
Desirable Criteria
- Experience coordinating emergency health, protection or MHPSS-linked assistance and working with government and humanitarian coordination structures.
- Ability to communicate in Pashto or other languages used in the assigned project areas.
