About the Position
The Social Organizer will be responsible for community mobilization, stakeholder engagement, and field-level implementation support for the Inclusive Eye Health Project in District Sialkot. The position will serve as the primary field-level link between COAVS, the community, government departments, health facilities, schools, and other relevant stakeholders, ensuring smooth, timely, and quality implementation of project activities under the guidance of the Project Manager.
Duties and Responsibilities
1. Community Mobilization & Stakeholder Engagement
-
Mobilize communities and develop working relationships with community elders, local bodies, elected representatives, the LHW network, THQ/DHQ Hospitals, and other relevant stakeholders in District Sialkot to ensure smooth project implementation.

Build and maintain working relationships with female workers, health facilities, community structures, and civil society networks as a professional member of the Project Team.

Maintain close liaison with Government Departments (Health, Education, Punjab Health Facility Management Company, Police, and Local Government) in District Sialkot.

Be aware of barriers faced by persons with disabilities in accessing services and maintain close liaison with Disabled Persons' Organizations (DPOs) to help overcome these barriers.
2. Field Implementation & Screening Support
-
Conduct consultative meetings on Inclusive Eye Health Services at schools, in the field, at health facilities (as needed), and within the community.

Mobilize female workers and community members to support beneficiary/patient selection in line with project criteria.

Organize and facilitate outreach screenings, including venue arrangement and communicating relevant information about the screening and IEH services to the community.
-
Assist with eye screening activities in schools, communities, and Masjid schools, liaising closely with SH&NSs, Head Masters, Teachers, MOs, Optometrists, LHVs, LHWs, and other relevant staff.

Facilitate linkages with partner organizations and screening teams, and conduct screening activities where directed by COAVS.

Initiate and support SHNSs/Health Workers in achieving UC-wise screening targets, and support/motivate Optometrists in achieving triage and reception targets.

Organize and facilitate project surveys, supervising enumerator teams and coordinating related logistics, travel plans, and vehicle arrangements.
3. Complaint Management & Community Feedback
-
Serve as the focal point for receiving complaints from communities, resolving them, and documenting complaint closure.

Provide counseling, motivation, and confidence-building support to community members with refractive errors and other eye conditions, and their families, to encourage treatment compliance.
4. Digital Tools & Data Management
-
Stay up to date on the Peek Capture Software and resolve field-level capture issues in close liaison with the IT Lead, Punjab.
5. Logistics, Vehicle & Equipment Management
-
Facilitate distribution activities; submit work plans, schedules, travel plans, activity reports and vehicle logbooks.

Be responsible for the project vehicle, maintain the vehicle logbook, and ensure its efficient and professional use in the field, in coordination with THQ Hospital authorities.
6. Documentation, Success Stories & Reporting
-
Facilitate Optometrists and the Project Officer (and independently where appropriate) in capturing success stories and key learnings depicting project impact and assist with case-closure follow-up through phone calls and other means.

Support identification of suitable patients for documenting intervention impact and assist COAVS/CBM staff in preparing case studies and documentaries.

Ensure timely reporting on all activities in both soft and hard copy formats and maintain accurate documentation of all project-related activities.

Participate in project-related meetings, training, and workshops, and assist the Project Officer in arranging field logistics and other activities.
7. Team Support & Project Cycle Management
-
Support project team(s) working in District Sialkot and other districts through logistics management, travel planning, workshop/activity planning, and troubleshooting field-related problems.

Support the management of all aspects of the project cycle, including planning, implementation, and monitoring & evaluation.

Travel independently across different areas as required for planning, monitoring, and management of project activities, and remain flexible to work extended hours when needed.
8. Compliance & Governance
-
Safeguard the confidentiality of all project-related information, records, and documents; ensure no hard or soft copy of project material is shared, reproduced, or disseminated without prior authorization from the Principal / Director General, COAVS.

Adhere to institutional policies, donor regulations, and applicable operational guidelines throughout the project lifecycle.
9. Accountability & Performance
-
Be accountable for the timely and quality delivery of assigned field activities and reporting requirements, in line with COAVS and CBM expectations.

Undertake any other duty assigned by the Principal / Director General, COAVS, or the Programme Manager, in support of project objectives.
10. Required Qualifications
-
Bachelor’s degree in social sciences, Development Studies, Public Health, or a related field (Master's degree preferred).
11. Experience Requirements
-
Minimum two (2) years of relevant experience in community mobilization, social organizing, or field implementation of donor-funded health or development projects.
-
Demonstrated experience in stakeholder engagement, community outreach, and coordination with government departments and health facilities.
-
Experience working with NGOs, INGOs, government programmes, or development partners.
-
Experience supporting surveys, screenings, or outreach activities, including team/enumerator coordination.
12. Preferred Experience
-
Experience in Inclusive Eye Health or public health programmes.
-
Experience in disability inclusion, community-based development, or health systems strengthening.
-
Familiarity with digital data-capture tools (e.g., Peek Capture Software) or similar field data management systems.
-
Familiarity with CBM or other international donor requirements.
