Scope / Purpose of the Position: |
|
The Assistant Director - Health will support the Deputy Director - Health and Training in planning, implementation, coordination, and monitoring of Society health and well-being programmes at national and provincial levels. The position will contribute to effective delivery of Primary Health Care (PHC), First Aid and Emergency Preparedness, Health in Emergencies, Climate & Health, and other public health interventions in line with Society Strategy 2030, Movement Partner Global Health Strategy, Emergency Health Guidelines, and donor requirements. The role focuses on technical support, programme oversight, capacity building, coordination with provincial teams and partners, and ensuring quality implementation and reporting of health projects. |

Specific Duties, Responsibilities, and Accountabilities: |

Support planning, implementation, and coordination of health and wellbeing programmes, including PHC, First Aid, emergency health response, and public health projects, under the guidance of the Deputy Director Health and Training. |

Assist in ensuring application of Movement Partner Programme Management Standards, DREF and Emergency Appeal procedures, Movement coordination mechanisms, and donor compliance requirements. |
|

Support development of health project timelines, activity plans, and milestone deliverables for both routine and emergency operations. |
|
4 |
Provide technical guidance to provincial health teams and field staff to ensure quality service delivery in PHC facilities, mobile health units, and community-based interventions. |
|
5 |
Support monitoring of health service delivery, medicine and FA supplies management, pharmacy practices, and rational use of medical supplies at field area. |
|
6 |
Assist in monitoring health, PHC, and medicine needs in the country and contribute to preparedness and response planning as per guidelines. |
|
7 |
Participate in supportive supervision visits, field monitoring, and preparation of field visit reports with actionable recommendations. |
|
8 |
Assist in organizing and delivering trainings, orientations, and capacity-building activities for Society health staff, volunteers, and relevant government counterparts. |
|
9 |
Support in developing the health project plans with timelines and milestone deliverables to handle emergency situations. |
|
10 |
Support coordination with Provincial Branches, Partner, government health authorities, UN agencies, and other stakeholders for effective programme implementation. |
|
11 |
Participate in coordination meetings, technical working groups, and partner forums as delegated by the Deputy Director of Health and Wellbeing department. |
|
12 |
Support documentation and follow-up of technical meetings, including implementation of agreed action points. |
|
13 |
Assist in routine field monitoring, data compilation, and analysis of health programme indicators. |
|
14 |
Ensure timely submission of progress reports, situation reports, and other required documentation from provincial and project teams. |
|
15 |
Support planning and implementation of emergency health responses during disasters and crises, including rapid assessments, deployment of health teams, and monitoring of emergency health interventions. |
|
16 |
Support the implementation of the medical response in a disaster/emergency and execute the emergency health operations throughout the country when needed. |
|
17 |
Prepare annual workplans, activity implementation plans, budgets, cash forecasts and activity schedules for programme implementation. |
|
18 |
Coordinate procurement planning for medicines, medical equipment, first aid kits, emergency medical supplies, training materials and other programme commodities in collaboration with the Procurement and Logistics Departments. |
|
19 |
Coordinate planning and implementation of Basic First Aid, Advanced First Aid, CPR & AED, Psychological First Aid (PFA), Mental Health and Psychosocial Support (MHPSS), Emergency Care for Victims (ECV) and other health-related training programmes. |
|

Coordinate ambulance readiness checks and monitor availability and functionality of ambulances, first aid kits, emergency medical equipment and related supplies. |
|
21 |
Coordinate deployment of ambulances, first aid personnel and Emergency Response Teams during emergencies, disasters, public events, mass gatherings and simulation exercises. |
|
22 |
Coordinate institutional visits to schools, colleges, universities, hospitals, banks, petrol pumps, industries, hotels, factories, NGOs, government institutions and corporate organizations to promote Society health and first aid services. |
|

Coordinate and supervise the First Aid (FA) Team to ensure effective and organized delivery of first aid services. |
|
24 |
Assign roles, responsibilities, and daily/weekly targets to FA team members according to operational requirements. |
|
25 |
Develop and implement strategies for fund generation through First Aid services and related activities. |
|
26 |
Identify potential commercial opportunities for FA services, including first aid coverage, training and event-based first aid services. |
|
27 |
Allocate prospective clients, events, organizations, or service areas among FA team members for fund-generation activities. |
|
28 |
Monitor the performance of FA team members against assigned targets and provide regular guidance and support. |
|
29 |
Oversee the records of FA services provided, clients served, revenue generated, expenses, and outstanding payments. |
|

Coordinate with management regarding pricing, service proposals, agreements, and collection of funds generated through FA activities. |
|
31 |
Ensure that all income-generating FA activities are conducted professionally and in accordance with applicable safety, legal, and organizational requirements. |
|

Build and maintain positive relationships with clients, organizations, event organizers, and other stakeholders to expand FA service opportunities. |
|
33 |
Organize and promote first aid training, emergency-response services, and other approved FA programs as potential sources of revenue. |
|
34 |
Identify gaps in team performance and implement corrective actions to improve performance quality and revenue generation. |
|
35 |
Motivate and guide FA team members to achieve both service quality and fund generation objectives. |
|
36 |
Perform any other duties related to First Aid operations and revenue generation activities assigned by management. |
|
37 |
Perform any other duties assigned by the Deputy Director of Health and Training or management in line with organizational needs. |

Travelling: Frequent travel to branches, districts, project implementation areas as and when required for programme implementation, monitoring, supervision, training and emergency response activities. Approximately 40% of the total work time is expected in field. |
