Purpose

The Economic Security Agronomist provides technical oversight to support the development and implementation of the ICRC Economic Security programme in Pakistan, with a focus on Khyber Pakhtunkhwa. As the ICRC's Economic Security programme develops beyond emergency to incorporate early recovery and resilience-oriented interventions, the position will ensure that agricultural activities are technically sound, context-appropriate, operationally feasible, and aligned with evolving humanitarian needs. The Agronomist will contribute to assessments, programme design, implementation, monitoring, evaluation, as well as capacity strengthening of the relevant ICRC team and partners, including the Pakistan Red Crescent Society (PRCS). The role will also support the development of preparedness and recovery initiatives for conflict-affected communities, internally displaced persons and returnees. As well, the Agronomist will work alongside the Economic Security Generalist 3 in emergency relief interventions and capacity-building activities across Khyber Pakhtunkhwa. An ideal profile should be an experienced agricultural professional with strong technical expertise, practical field experience in smallholder and conflict-affected settings, and the ability to translate technical knowledge into operationally feasible humanitarian programming.

Main Responsibilities:

Working under the supervision and with support from Economic Security Generalist 3, plan, implement, and monitor the Economic Security Department's agriculture projects/programmes, in line with the Department's country strategy and the ICRC Delegation's strategic priorities.
Specifically, the responsibilities include:

Designing or adjusting data collection tools. Collecting data using the data collection tools and devices.
Entering data into and maintaining the survey database and the various EcoSec programme tracking and management tools.
Performing basic qualitative and quantitative data analysis.
Describing results and producing data visualisations.
Contributing to identifying response options by analysing strengths, weaknesses, opportunities and threats (SWOT).
Contributing to designing a suitable method for registering beneficiaries.
Contributing to developing methods, plans, implementation, logistics and reporting for aid distribution.
Carrying out on-site aid distributions.
Contributing to designing and implementation an agriculture programme (such as seed distribution, tool distribution, seed multiplication, seed bank establishment, seed system strengthening, farmer's association strengthening, farming technique training, cultivation of improved crops/vegetables, climate-smart farming, etc.).
Contributing to analysing the security, socio economic, cultural and political environment as it relates to the ICRC.
Contributing to internal reporting. Translating documents for internal use and interprets upon request.
Contributing to the organizing and providing capacity-building activities.
Contributing to providing supervision, guidance, technical support and appraisals for other ICRC and PRCS staff (as relevant).
Supporting the planning, implementation, and reporting of other EcoSec projects/programmes (such as emergency relief) alongside Economic Security Generalist and other ICRC teams.
Providing administrative support, etc.

Main Requirements:

University degree (BSc) or above in agronomy, agriculture, agricultural science, crop science, agricultural engineering; a post-graduate qualification in agricultural science, sustainable agriculture, agricultural development would be an advantage.
At least 5 years' progressive responsible experience working as an agronomist, agricultural specialist, or an agricultural project/programme manager in a similar humanitarian and/or development context.
Experience in designing, implementing and monitoring agricultural interventions for small holder farming systems in Pakistan is required.
Track record of developing and managing agricultural support and/or rural development projects/programmes particularly in conflict-affected or disaster-prone settings, is highly desirable.
Experience providing technical guidance, training and capacity strengthening to staff, partners and communities an asset.
Proficiency in computer skills (e.g., MS Office).
Fluency in English, Urdu and Pashtu is required.
