Overview

Assistant Manager – Human Resources will play a key role in supporting the HR function at the Legal Aid Society (LAS), ensuring effective people management and smooth HR operations across the organization. The role will support the employee lifecycle from recruitment and onboarding to performance management, employee relations, payroll coordination, compliance, and offboarding.

Working in an organization committed to strengthening access to justice, the position will contribute to building a well-organized, inclusive, and people-focused workplace by ensuring HR processes are efficient, responsive, and aligned with organizational needs. The role will also support HR systems, reporting, process improvements, and other people initiatives that enable LAS teams to deliver their work effectively.

Position summary

This role will support the Senior Manager HR in managing and delivering the organization’s day-to-day HR operations and people processes. The role will have hands-on responsibility across HR administration, recruitment and talent acquisition, onboarding and offboarding, employee records, payroll coordination, performance management, policy implementation, employee relations, HR systems, reporting, and employee engagement.

The position requires someone who can balance operational execution with sound HR judgment, maintain confidentiality, ensure compliance, and provide timely support to employees and management. The role will also contribute to improving HR processes, systems, and reporting to strengthen the efficiency and effectiveness of the HR function.

Key responsibilities

1. HR Administration & Operations

  • Responsible for the full range of Human Resource Administration functions.

  • Managing and delivering day-to-day HR operations, duties, and assigned tasks.

  • Handling employee queries and serving as the primary point of contact for employees seeking support on HR processes, policies, and related matters.

  • Facilitating internal and external audits by providing required HR records and documentation.

  • Managing the monthly payroll process end-to-end, including collating attendance and leave inputs, coordinating with Finance for accurate and timely salary disbursement, and ensuring correct statutory deductions such as EOBI and income tax.

  • Performing any other HR-related tasks assigned by the Senior Manager HR and Chief Operating Officer.

2. Recruitment & Talent Acquisition

  • Managing the full recruitment lifecycle, including sourcing, screening, interviewing, reference checks, selection, and onboarding of qualified candidates.

  • Developing and maintaining talent pipelines through job boards, social media, LinkedIn, resume databases, job fairs, referrals, and other relevant channels.

  • Providing guidance and assistance to job applicants throughout the application and selection process.

  • Managing the recruitment and engagement of consultants.

3. Onboarding & Offboarding

  • Managing the end-to-end onboarding and offboarding process for employees.

  • Ensuring completion of joining, documentation, orientation, clearance, and exit formalities.

4. Employee Records & Reporting

  • Maintaining, updating, and securely filing employee records in both hard and soft formats.

  • Preparing HR reports including headcount, employee movement, turnover, and other workforce-related reports.

  • Ensuring employee data is accurate, complete, and up to date.

5. Performance Management

  • Supporting performance management processes, including staff performance counselling and employee confirmation processes.

  • Supporting the development and updating of employee KPIs.

  • Coordinating regular performance evaluations to monitor employee progress against agreed goals and objectives.

6. Policy & Compliance

  • Ensuring organizational HR policies and procedures remain updated and aligned with applicable requirements and HR best practices.

  • Drafting HR communications and preparing official employee letters, including employment verification, visa, undertaking, testimonial, performance notices, and warning letters.

  • Supporting compliance with applicable employment regulations and organizational policies.

7. HR Systems & Projects

  • Supporting the implementation and enhancement of HR ERP systems.

  • Driving improvements to HR modules within the ERP, including payroll, attendance, leave, performance management, and employee self-service, to improve process efficiency and data accuracy.

  • Liaising with the Technology/IT team on system upgrades, troubleshooting, and resolution of HR system issues.

  • Maintaining data integrity within the ERP and generating HR analytics, dashboards, and reports to support management decision-making.

  • Assisting with special HR projects and initiatives as required.

8. Events & Employee Engagement

  • Planning and managing small- and large-scale events organized by the HR department, including trainings, employee welcomes, farewells, and engagement activities.

  • Coordinating event logistics, communication, and execution in collaboration with relevant teams.

Requirements

Education: Bachelor’s degree in Human Resource Management, Business Administration, or related field

Experience: 3-5 years of progressive HR experience, preferably in NGO/non-profit sector, with hands-on involvement in recruitment, onboarding, performance management, Ai tools, and policy administration.

Skills: Full-cycle recruitment (sourcing, screening, interviewing, reference checks); onboarding/offboarding processes; performance management and counseling; HR policy drafting and implementation; monthly payroll processing; ERP system support and HR module enhancement; employee query resolution; report generation, creation of dashboards, mergers,

Knowledge: Knowledge of labor laws and best HR practices; diversity and inclusion principles; performance evaluation frameworks; audit compliance; payroll processing and statutory compliance (EOBI, income tax); ERP systems and module configuration.
