The Aga Khan Health Service, Pakistan (AKHS, P) is seeking an experienced Manager Finance for its Gilgit Baltistan region, based at Aga Khan Hospital, Gilgit, reporting to the CFO & Company Secretary.

Summary of the Role

The Manager Finance oversees financial management, financial planning, reporting, audits, treasury management and internal controls for the Gilgit Baltistan region. The role ensures accurate and timely financial reporting, compliance with organizational policies, donor requirements and statutory regulations, while providing technical financial support to management and strengthening financial systems and processes. The position also leads and develops the finance team, supports financial planning and cost rationalization, and drives process improvements to enhance financial efficiency, reporting accuracy, integrity and accountability.

Key Responsibilities

  • Oversees financial management of the Gilgit Baltistan region, including cash flow, accounts payable, fixed assets, monthly financial closing, and coordination of annual statutory audits with the central finance team.
  • Ensures accurate and timely recording of financial transactions in line with approved budgets and seeks necessary approvals for unbudgeted expenditures.
  • Leads the preparation and submission of monthly income and expense reports by analyzing key variances and providing recommendations for improvement.
  • Evaluates financial and operational risks, reviews internal systems for compliance with laws and donor requirements and implements effective internal controls.
  • Provides technical accounting guidance and support to management and staff, ensuring compliance with International Financial Reporting Standards (IFRS) and organizational policies.
  • Oversees cash management, fixed asset verification, and inventory control processes across the Gilgit Baltistan region.
  • Authorizes key reconciliations, including bank, donor, inter-company and control accounts, and reviews the accuracy of financial data.
  • Coordinates with donors and government agencies for fund release, reporting, and compliance requirements.
  • Approves vendor payments and cheques as per the authority matrix, ensuring compliance with procurement and finance policies.
  • Leads, mentors, and evaluates finance team performance, builds staff capacity, and ensures adherence to ethical standards and professional excellence.
  • Supports management in financial planning, cost rationalization, and development of efficient budgetary controls and systems.
  • Drives process improvement and automation initiatives to enhance financial efficiency and reporting accuracy.

Eligibility Criteria

  • Master’s degree in finance, Accounting, or Commerce (MBA, M.Com) or equivalent from a recognized institution.
  • Professional qualification preferred: CA, ACCA, ACMA, or equivalent. Part-qualified CA and ACCA members may also apply.
  • Minimum 7 years of progressive experience in financial management, including 3+ years in a supervisory or managerial role.
  • Proven experience in financial reporting, audits, and compliance with national and donor regulations.
  • Strong experience in donor-funded organizations, NGOs, or the healthcare sector will be an asset.
  • In-depth knowledge of accounting standards, financial reporting frameworks, and donor compliance.
  • Strong analytical, budgeting, and financial forecasting skills.
  • Excellent leadership and team development capabilities.
  • Proficiency in ERP/accounting software and advanced Excel skills.
  • Strong communication, coordination, and stakeholder management abilities.
  • High integrity, attention to detail, and commitment to organizational values.
  • Willingness to travel, as and when required.
