  1. Introduction of Organization:

Badin Rural Development Society (BRDS) is a non-political, non-profit, and non-governmental organization (NGO) recognized at the national level. It was founded in 1995 and is registered under the Voluntary Social Welfare Agencies Ordinance (XLVI of 1961). BRDS provides quality and standardized services to marginalized and deprived communities living in rural and remote areas of Sindh. 

The core thematic areas of BRDS include Quality Education; Water, Sanitation and Hygiene (WASH); Health and Nutrition; Sustainable Livelihoods; Resilient Infrastructure; Governance; and Disaster Risk Reduction (DRR).Over the years, BRDS has been working with communities to promote sustainable development, strengthen resilience, improve access to basic services, and support vulnerable communities through participatory and community-driven approaches.

Badin Rural Development Society (BRDS) is implementing a project titled “Building Resilience and Communities for Sustainable Development @ Badin” with the support of the Pakistan Poverty Alleviation Fund (PPAF) in District Badin, Sindh. Under this project, BRDS intends to undertake infrastructure development activities to improve community connectivity and resilience. For this purpose, BRDS invites sealed bids from eligible and qualified contractors/firms for the following work:

Tender Regarding Construction of 03 Mini Box Culverts over the drains at three different locations in union council Bhudo Qambrani , Taluka Matli , District Badin in  Villages Gazi Khan Chandio, Village Roshan Jarwar, Village Haji Muhammad Qasim Hajano, UnionCouncil: Budho Qambrani,Taluka Matli, District: Badin, Sindh.


  • Interested and eligible contractors/firms are invited to submit their sealed bids in accordance with the terms, conditions, technical specifications, drawings, and Bill of Quantities (BOQ) provided in the tender documents.


  • By submitting a tender, the tenderer fully and unreservedly accepts all the terms, conditions, instructions, specifications, drawings, BOQ, and other provisions contained in this Tender Document. Failure to submit all required information and documents within the specified deadline may result in rejection of the tender.


  • To be eligible to participate, tenderers must demonstrate the required legal, technical, financial, and professional qualifications and have adequate capacity and resources to execute the contract successfully.


  • Participation is open to eligible and legally registered contractors/firms, either individually or as a consortium/ joint venture where permitted.


  • Tenderers may apply for one or more activities /Box Culverts under this tender. Separate rates and BOQs shall be submitted for each activity applied.

  1. General Remarks and Special Conditions

  • All construction works and materials offered must comply with the quality standards and technical specifications stated in this Tender Document.


  • The bidder must be registered with the Pakistan Engineering Council (PEC) in C-6 category or above and must attach a valid PEC registration certificate with the bidding documents.


  • The bidder must submit all required bidding documents at the BRDS Head Office, Sana City, no later than the deadline specified for submission of tenders.

  • Preference may be given to bidders having relevant experience in the construction of Box culverts, mini bridges, roads, and other civil works.


  • BRDS reserves the right to award the work as a single contract or divide it into separate lots/activities and award them to one or more successful bidders.


  • Timely completion of the work within the agreed construction period shall be of utmost importance.

  • The bidder must have adequate technical staff, equipment, manpower, and financial resources to complete the assigned work according to the approved work plan. A proposed team composition and work plan shall be submitted with the bid.


  • The successful contractor shall ensure to call BRDS for quality check of material/ approval by the Engineer/BRDS before unloading at the project site. Materials not meeting the approved specifications or quality requirements shall be rejected and removed from the site at the contractor's cost.



  • The Engineer/BRDS shall have the right to inspect the work and materials at any stage of construction. If any work is found to be defective or not in accordance with the approved drawings, specifications, or BOQ, BRDS may instruct the Contractor to rectify, remove, or replace the defective work at the Contractor’s own cost and take any necessary corrective action.


  • BRDS reserves the right to increase, decrease, omit, or reasonably adjust quantities and minor technical requirements according to actual site conditions and requirements, as determined by the Engineer and approved by the Contracting Authority.



  • Any alternative material, design, or technical proposal offered by the bidder must be clearly identified and supported with complete technical details and justification. Such alternatives shall be subject to prior approval by BRDS/Engineer.


  • In case of poor workmanship, use of rejected materials, non-compliance with specifications, or serious violation of contractual conditions, BRDS reserves the right to suspend or terminate the contract in accordance with the terms and conditions of the Tender/Contract.



  • In case of any calculation/arithmetic error, the unit rate shall prevail for evaluation and correction of the total bid.

  1. Tender Conditions:


  • Tender Collection/Submission Fee: A non-refundable tender fee of PKR 2,000/- (Rupees Two Thousand Only) shall be submitted in the form of a Demand Draft (DD) drawn in favor of Badin Rural Development Society (BRDS). The original Demand Draft must be attached with the bidding documents. The tender fee shall be non-refundable.


  • All tenders, correspondence, and documents exchanged between the bidder and the Contracting Authority shall be prepared in English, which shall be the official language of this tender procedure.



  • The tender shall remain valid for a minimum period of three (3) months from the deadline for submission of tenders.


  • Tenders must be received by the Contracting Authority no later than 15 days after the publish of tender.

  • The quotation/tender must be submitted in a sealed envelope, including all required annexes and supporting documents, either by hand or through a recognized courier service before the submission deadline.


  • The sealed envelope must clearly mention the Tender Reference Code: BRDS/PPAF/TENDER-01/372/26

  • Tenders submitted by email or fax shall not be accepted or considered.


  • In case of contract award, the selected bidder shall deposit a Call Deposit Receipt (CDR) equivalent to 5%of the total contract amount in the name of “BRDS” at the time of signing the agreement. The CDR shall be returned to the contractor after satisfactory completion and handover of the work, subject to fulfillment of all contractual obligations.

  1. Defects Liability / Defects Notification Period : 

“The Defects Liability Period shall be Six (06) months from the date of completion of the Works as certified by the Engineer. The Contractor shall, at his own cost, promptly rectify any defect, deficiency, or damage in the Works attributable to defective materials, workmanship, design, or failure to comply with the Contract.” 10%  of the amount of each Interim Payment Certificate (IPC). Maximum/Limiting amount of Retention Money: 5% of the Contract Price.

  1. Alteration or Withdrawal of Tenders :


  • Bidders may alter or withdraw their tenders by submitting a written notification before the deadline for submission of tenders. No tender may be altered after the submission deadline.

  • Any withdrawal must be unconditional and shall result in the bidder's withdrawal from the tender procedure.

  1. Costs of Preparing Tenders: All costs incurred by the bidder in preparing, submitting, and presenting the tender shall be borne by the bidder. BRDS shall not be responsible for or reimburse any such costs.

  2. Ownership of Tenders: The Contracting Authority shall retain ownership of all tenders and supporting documents received under this tender procedure. Submitted tenders shall not be returned to un successful bidders.
