REQUEST FOR QUOTATION (RFQ)

Consultancy Services for Preparation of CCRVA Plans – District Mirpurkhas & District Umerkot, Sindh

CESVI Pakistan invites qualified and experienced consulting firms/individual consultants to submit Technical and Financial Proposals for the preparation of Community Climate Risk and Vulnerability Assessment (CCRVA) Plans for targeted communities in District Mirpurkhas and District Umerkot, Sindh, under the project “Resilience & Adaptation by Fostering Anticipatory Action (RAFAA)”.

The assignment includes preparation of 30 CCRVA Plans in English and their translation into Sindhi, in accordance with the scope, deliverables and requirements specified in the attached RFQ and Terms of Reference (ToRs). 

The assignment is expected to be completed within 30 days. Applicants should demonstrate relevant experience in climate change adaptation planning, disaster risk reduction (DRR), climate/community risk and vulnerability assessment, participatory planning and development of similar adaptation plans. 

Interested applicants must carefully review the attached RFQ and ToRs and submit all mandatory documents, including the required technical proposal, methodology and approach, work plan, team composition/CVs, evidence of relevant previous assignments, financial proposal and applicable legal/tax registration documents. 

Proposals will be evaluated on a combined Technical and Financial basis as follows:

• Financial Proposal (Price): 60%

• Technical Evaluation: 40%

Technical evaluation will consider relevant experience, understanding of the assignment, methodology and approach, team composition and qualifications, and proposed work plan/implementation strategy. 

The Technical and Financial Proposals must be duly signed, stamped and dated and submitted in accordance with the instructions contained in the RFQ.

Important: Applicants are strongly advised to carefully read the complete RFQ and attached ToRs before submitting their proposals. Incomplete proposals and/or proposals not accompanied by the mandatory documents specified in the RFQ may not be considered for evaluation.

CESVI reserves the right to accept or reject any or all proposals in accordance with its procurement procedures.
