PRCS invites sealed proposals from eligible and qualified Pakistani architectural/engineering consultancy firms for  consultancy services for the PRCS Model Training & Development Centre for Youth & Volunteers at PRCS National  Headquarters, Islamabad. 

• Component 1: Detailed site assessment and structural/technical feasibility of the proposed first-floor development  over the existing PRCS ground-floor building, including accessibility, seismic/structural compliance, geotechnical  considerations, drainage, utilities, safety and applicable regulatory requirements. 

• Component 2: Architectural and detailed engineering design, drawings, calculations, BoQ, cost estimate, technical  specifications and a complete technical/contractor tender-ready Procurement Work Package for the construction  works. 

• Component 3: Construction supervision, and technical oversight of the appointed contractor through completion  and handover. 

PRCS will independently conduct the procurement and selection of the construction contractor. The Consultant shall not  participate in contractor evaluation, financial evaluation or award decision. 

Proposals shall be submitted in two separate sealed envelopes/files clearly marked “TECHNICAL PROPOSAL” and  “FINANCIAL PROPOSAL”. Technical proposals will be evaluated first. Only technically qualified proposals meeting the  minimum score of 70/100 will proceed to financial evaluation. 

PRCS reserves the right to accept or reject any or all proposals in accordance with its applicable procurement  procedures.
