The Poverty Graduation of Extremely Poor and Flood-Affected Households (PGEP) is a US$134.2 million project jointly financed by the Islamic Development Bank (IsDB) and the Government of Pakistan (GoP). The four-year project is being implemented under the Ministry of Poverty Alleviation and Social Safety (MoPASS) in 25 of the poorest and flood-affected districts of Pakistan. The project supports the Government’s development priorities under Uraan Pakistan and is aligned with the IsDB Food Response Programme and the Sustainable Development Goals (SDGs), with a focus on reducing extreme poverty and economic vulnerability, promoting sustainable livelihoods and employment, and strengthening the resilience of poor and vulnerable households to climate-induced shocks.

The Senior Manager MER will lead the Project’s monitoring, evaluation, and learning functions, ensuring that robust M&E systems, tools, and processes are established and effectively implemented. The Senior Manager MER will oversee data collection, outcome monitoring, surveys, evaluations, analysis, and reporting to generate reliable evidence on project performance, results, beneficiary outcomes, and poverty graduation. The Senior Manager MER will also ensure timely provision of high-quality M&E information to management, Government, donors, and other stakeholders, while coordinating closely with MIS, Partner Organizations (POs), consultants, and external verification agencies.

 Key Job Description

  • Lead the development, review, and updating of the Project M&E framework, tools, indicators, and results-based log-frame.
  • Plan, coordinate, and oversee surveys, studies, assessments, and evaluations, including Core Outcome Indicator (CoI) surveys, third-party surveys, thematic studies, and end-line evaluations.
  • Coordinate annual poverty graduation tracking surveys with Partner Organizations and ensure timely collection, validation, and analysis of results.
  • Conduct and oversee outcome monitoring surveys and assessments to measure the effectiveness and results of Project interventions.
  • Lead the preparation and quality review of monthly, quarterly, annual, and completion progress reports and ensure timely submission to management and donors.
  • Support donor implementation support missions by providing timely analysis, progress data, evidence, and required documentation, and facilitate the preparation of mission reports.
  • Monitor and regularly update the Project Improvement Plan (PIP) and results framework, highlighting progress, gaps, and corrective actions for management and donor review.
  • Maintain up-to-date results in the Project log-frame and ensure timely reporting to Government, donors, and other stakeholders.
  • Contribute to the preparation of the Annual Work Plan and Budget (AWPB) in coordination with the Senior Manager Financial Management, ensuring that proposed activities and targets are consistent with the commitments and agreed targets outlined in the Project Appraisal Document (PAD) and Concept note.
  • Ensure regular consultation and coordination with relevant Federal and Provincial Government agencies and institutions implementing similar projects to identify areas of convergence, avoid overlapping and duplication of interventions, and develop synergies and complementarities among institutions and programs.
  • Provide oversight and supervision to the MIS Manager, ensuring the effective management, quality, accuracy, and timely reporting of project performance, output, outcome, and project data.
  • Coordinate and participate in joint outcome monitoring and field visits, including spot checks and independent data validation exercises to verify reported results.
  • Conduct and support statistical analysis to assess project progress, including movement of poor and ultra-poor households across PSC bands and progress toward graduation.
  • Ensure compliance with all internal and external M&E requirements and standards, with timely delivery of accurate, reliable, and high-quality information.
  • Review and provide technical inputs on Project progress reports, donor submissions, and other M&E-related deliverables to ensure consistency, accuracy, and evidence-based reporting.
  • Strengthen the M&E capacity of Project staff and Partner Organizations through guidance, training, and technical support.
  • Perform any other M&E-related responsibilities assigned by the Project Director.

 Required Qualification and Experience:

  •  At least Master’s degree or 16-year education, Social Sciences, Management Sciences, Statistics, Economics, Agriculture or related field from a recognized institution.
  • Minimum of 10 years of overall field-level experience, including at least 5 years of program monitoring and evaluation preferably in livelihoods related programs.
  • Experience of developing M&E frameworks and monitoring tools, databases for large-scale programmes with international development and donor agencies like INGOs, UN, WB, ADB etc. will be considered an added advantage.
  • Ability of implementing/coordinating M&E systems for a development organization
  • Experience of collecting and analyzing qualitative and quantitative data
  • Knowledge of logical framework design.
