Essential Job Responsibilities

By fulfilling the below responsibilities, we can ensure that Mercy Corps staff remains well-informed, prepared, and compliant with all security protocols, fostering a safer work environment for everyone

Review, updating and implementation of security management plan (SMP) and security SOPs:

  • Review and Update: Conduct quarterly reviews of the SMP and SOPs, with additional updates as needed. This process will involve collaboration with the Senior Management Team (SMT) and the Regional Security Advisor (RSA).
  • Review partners’ SMP and SOPs and provide feedback and support in ensuring partners have robust SMPs and SOPs.
  • Staff Training and Awareness:
    • Organize and deliver security orientation sessions for all Mercy Corps staff. These sessions will thoroughly cover the SMP and SOPs.
    • Facilitate security drills to ensure staff preparedness for various emergency situations.
    • Training Facilitator Role: Develop and deliver training programs on first aid and security compliance procedures. Equip staff with the necessary knowledge and skills to respond effectively in emergency situations.
  • Field Assessments and Recommendations:
    • Conduct regular field visits to assess the prevailing security environment.
    • Evaluate the implementation of SOPs by staff in the field.
    • Based on these assessments, provide recommendations for improvement to the SMP and SOPs.
    • Brief SMT on a regular basis, on compliance by all staff with the SMP and SOPS.
  • Cascading Training:
    • Identify security focal points within each team or department.
    • Train these focal points to act as " field office trainers" who can then cascade security knowledge and skills to all staff members within their respective teams.
    • Capacity building of partners’ security personnel on safety and security issues
  • Travel Tracking and Monitoring:
    • In collaboration with security focal points, ensure proper travel tracking for all staff during field movements, adhering to established SOPs.
  • Communication and Reporting:
    • Provide clear and concise information to the SMT regarding the implementation of SOPs.
    • Offer recommendations for enhancing overall security posture based on ongoing assessments and staff feedback.

Safety and Security Management: Protecting Our People and Assets

This section outlines responsibilities for safeguarding the safety and security of Mercy Corps staff, offices, guesthouses, and vehicles.

Facilities and Equipment:

  • Maintaining Secure Environments: Ensure that security arrangements for all Mercy Corps offices, guesthouses, and vehicles are up-to-date and aligned with the SMP.
  • Drills and Exercises: Conduct regular security drills and exercises for all staff in various locations, preparing them for potential emergencies.
  • Emergency Preparedness:
    • Verify the presence of adequate first-aid kits, fire extinguishers, and other essential safety equipment in all properties and premises.
    • Provide necessary training to staff on the proper use and maintenance of this equipment.
    • Ensure all vehicles carry standard safety equipment, including first-aid kits. Deliver regular training to drivers on safety protocols and emergency procedures.

Security Personnel:

  • Guard Supervision and Capacity Building:
    • Supervise security guards at Mercy Corps Islamabad office, ensuring they effectively fulfill their roles.
    • Implement capacity building programs to enhance the skills and knowledge of guards in Islamabad and field locations.
    • With support from the GESI and Safeguarding Advisor, ensure that all security guards have been trained on and are aware of MC Safeguarding and ethical standards and protocols.

Security Information and Representation:

  • Security Focal Point: Act as the central security focal point for Mercy Corps Pakistan, representing the organization at security meetings.
  • Information Dissemination:
    • Disseminate timely security information to all staff members, keeping them informed of potential risks and necessary precautions.
    • Provide security briefings to new staff and visitors, familiarizing them with safety protocols and emergency procedures.
  • Security Strategy Development: Assist the Country Director (CD) in developing contingencies and strategies to ensure the continuation of essential operations during periods of heightened security concerns.

Safeguarding:

  • Active Learning and Integration: Actively learn about safeguarding principles and practices, integrating them into your work. This includes identifying and mitigating safeguarding risks specific to your area of responsibility.
  • Upholding Values: Practice the core values of Mercy Corps, including respecting the dignity and well-being of all participants and colleagues.
  • Promoting Open Communication: Encourage an open and communicative environment within your team. Support staff members in reporting concerns through established channels, such as the Integrity Hotline and other reporting mechanisms.
