1 Background
The Sindh People Housing for Flood Affectees is supporting the preparation of a Climate Resilient Settlement Development Plan for Village Haji Ibrahim, an informal waste-picker settlement located next to the Jam Chakro landfill in Karachi. SPHF will serve as the executing agency, while Catholic Relief Services (CRS) will provide technical and implementation support, including support for recruitment and management of the project team. The planning process will combine household, spatial, infrastructure, environmental, climate, public-health, occupational-safety, livelihood and community evidence to develop practical options for in-situ settlement upgrading, with partial re-blocking considered only where technically necessary and socially acceptable. The Engineer will lead the civil and municipal-infrastructure assessment and ensure that proposed solutions respond to site constraints, community priorities, climate and environmental risks, affordability and future operation and maintenance requirements.
2 Scope of Work
- Lead assessment of roads and internal access, drainage, stormwater, water supply, sanitation, wastewater management and other relevant municipal infrastructure.
- Review drawings, agency data, service records, topographic information, survey findings, applicable standards and government requirements.
- Prepare and verify an inventory of existing infrastructure covering location, dimensions, condition, capacity, functionality, coverage, ownership and operation and maintenance.
- Coordinate with GIS and survey personnel to identify levels, slopes, drainage paths, low-lying areas, outfalls, access constraints, utility corridors and engineering controls.
- Assess present and projected service demand using verified household, population, commercial and livelihood data.
- Identify infrastructure gaps, technical risks, environmental and public-health concerns and feasible upgrading opportunities that avoid unnecessary disruption to homes and livelihoods.
- Develop concept options for access, roads, drainage, stormwater, water supply, sanitation and related infrastructure with design assumptions, preliminary dimensions and schematic layouts.
- Integrate CHIRA, CARA, CMA, OHS, public-health and environmental findings into infrastructure siting, criteria and resilience measures.
- Coordinate with the Urban Planner and Architect so networks, service corridors, facilities, public spaces and livelihood areas are compatible.
- Prepare preliminary quantities, cost estimates, implementation sequencing and operation and maintenance arrangements.
- Engage with government and utility departments to verify standards, systems, connections, approvals and institutional responsibilities.
- Participate in consultations, explain technical options and revise proposals in response to validated feedback.
- Provide engineering findings, drawings, calculations, cost inputs and implementation recommendations for the draft and final CRSDP.
3 Expected Outputs and Indicative Timeline
|
Period |
Expected work outputs and milestones |
|
Month 1 |
Verified infrastructure inventory and service-level baseline; topographic and drainage interpretation; demand assumptions; infrastructure gaps, risks and priority-problem map. |
|
Month 2 |
Draft concept options and schematic layouts for access, drainage, stormwater, water, sanitation and related services, with design assumptions and coordination notes. |
|
Month 3 |
Final coordinated engineering package with preliminary quantities and cost estimates, implementation sequence, O&M arrangements, response to comments and final CRSDP inputs. |
Note: These outputs are indicative work milestones for supervision and performance monitoring. They are not separately priced deliverables and do not determine monthly payment.
4 Reporting and Performance Management
- This is a fixed-term staff position. The staff member will report administratively to the Project Manager or another authorized supervisor designated in the staffing contract.
- Technical work will be guided by the CRS Technical Lead in coordination with the nominated SPHF focal person and relevant CRSDP team members.
- The expected outputs and milestones in this TOR will be used for work planning and performance monitoring. They are not separately priced or payment-linked consultancy deliverables.
- The authorized supervisor will hold final authority for approving attendance, timesheets and the monthly performance certification required for payment, after considering technical feedback from the CRS Technical Lead and SPHF focal person, as applicable.
- The project will provide or facilitate access to approved engineering, CAD and estimation software and to available GIS, topographic, household and infrastructure data required for the work.
- The project will provide or facilitate access to the project data, approved hardware, licensed software and other work tools reasonably required for the position, subject to availability, licensing conditions and the approved project budget. Project assets must be used, protected and returned in accordance with applicable procedures.
