Request for Quotation (RFQ) for Financial Service Provider

Rural Education and Economic Development Society (REEDS) Pakistan is a non-profit and non- governmental organization is implementing a project title “Building Resilient Communities: Flood Recovery and Livelihood Restoration Project, District Multan Punjab, Pakistan" with the support of Diakonie Katastrophenhilfe (DKH).

Sealed Quotations are invited from companies/suppliers for the following services.

 Requirements for Quotation:

• Quotations should be submitted in a sealed envelope. Also fill and Sign Stamp CONFLICT OF INTEREST DISCLOSURE FORM attached with RFQ.
• Company profile with relevant experience including Client name, the volume of contract, and the location of services.
• Quotation must cover all the above aspects on the company letterhead with the address and contact numbers.
• The cost must be given in Pak Rupees including all applicable taxes, Transaction Service charges/ Wallet account opening Charges any other for the Cash Disbursement.
• Rates should be valid for 6 months after sign of agreement.
• Payment details of the service provider must be clear stated e.g. to whom cheque should be addresses and methodology required for payment transfer to Service Provider with provision of necessary supporting documentation.
• The service provider should be sound enough and have capacity to pay amount immediately.
• The service provider should have larger access or network in the project area.
• The service provider should share Details of Retailers / Shops / Service Centers / Branches are available in field area Tehsil Jalalpur Pirwala, District Multan.
• The service provider should share all modalities / mode of payment in agreement for facilitation of beneficiaries.
• The service provider has Transaction ID for sharing with the organization that also receive on official number of organizations as well after each transaction.
• The service provider should give payment on original CNIC.
• The service provider should provide disbursement report frequently, if possible, on daily basis showing details of persons paid along with their CNIC and mobile numbers and amount paid.
• The service provider should share the complaint mechanism, reporting error and its resolve, or any other transaction error / mistake and its resolve to avoid any conflict.

 REEDS Pakistan will be responsible to facilitate for following:

• Sharing details of villages with name, UC and Tehsil.
• Sharing the village wise list of the beneficiaries selected for receiving cash amount from service provider.
• Sharing the correct name full name, CNIC number and mobile number of receivers.
• Sharing the amount against their name to be received by each beneficiary of different activities.
• Sharing the official mobile number where transaction massage will be received by organization as well.

 Selection Criteria:

The lowest price will not be the sole criterion; quality, delivery time, and previous experience will also be considered. The procurement committee reserves the right to change the quantities or cancel/reject any or all offers without assigning any reason.

 Other:

• Service provider must not be engaged in any corrupt, fraudulent, collusive or coercive practices including but not limited to applying/ bidding by multiple names / companies. If any bidder is found to be involved in such practices his/her bid may be rejected and the companies in question permanently blacklisted.

 How to Submit:

Interested firms/suppliers may submit their bids/offers in a sealed envelope to the office of the undersigned with all the mentioned documents (see requirements) latest by February 24^th, 2026 before 05:00 pm.
