Background

The District Coordinator will be responsible for planning, coordinating, and supervising all community mobilization and stakeholder engagement activities under the PULSE Project within assigned districts. The position requires strategic oversight ensuring effective implementation of community mobilization, focused group discussions (FGDs), youth engagement sessions, and coordination with district administration, field teams and smooth implementation of awareness activities in line with the “Single Wanda, Single Owner” objective.

Key Responsibilities

1. District Level Coordination

  • Oversee and manage end-to-end mobilization activities across assigned districts.
  • Supervise community team leads and mobilizers.
  • Ensure uniform implementation of mobilization strategies in all districts under supervision.
  • Act as the primary focal person for mobilization activities at the district and area level.

2. Community Mobilization & Engagement

  • Lead and facilitate Focused Group Discussions (FGDs) with vulnerable groups.
  • Organize and conduct Youth Engagement Sessions to promote awareness about the PULSE Project.
  • Conducting Mobilization sessions at district level
  • Support below-the-line (BTL) awareness campaigns, community meetings, and IEC dissemination activities.
  • Ensure inclusion, gender sensitivity, and participatory approaches in all mobilization efforts.

3. Stakeholder Coordination

  • Maintain close liaison with District Administration, Revenue Department officials, local government representatives, and community influencers.
  • Facilitate coordination between project teams and local stakeholders to ensure smooth field operations.
  • Address community concerns, grievances, and feedback in coordination with project management.

4. Planning, Monitoring & Reporting

  • Prepare district-wise mobilization plans, activity schedules, and deployment plans.
  • Monitor field performance, attendance and completion of field plans
  • Review and validate field reports, photographs, attendance sheets, and success stories.
  • Submit regular progress reports to the Project Manager highlighting achievements, challenges, and recommendations.

5. Team Supervision & Capacity Building

  • Provide on-the-job guidance, mentoring, and technical support to field teams.
  • Conduct refresher sessions and orientations for mobilizers as required.
  • Ensure compliance with project SOPs, safeguarding, and code of conduct.

6. Quality Assurance & Compliance

  • Ensure mobilization activities align with PULSE Project objectives, timelines, and donor guidelines.
  • Maintain quality standards for community engagement, documentation, and reporting.
  • Support MEAL teams in data verification and validation where required.

7. Record Keeping & Documentation Responsibilities

  • Maintain complete, accurate, and up-to-date records of all district-level and area-level mobilization activities in form of attendance sheets and pictures.
  • Ensure proper documentation of Focused Group Discussions (FGDs), youth engagement sessions, community meetings, and awareness events, including attendance sheets, photographs, and session reports.
  • Compile and review daily, weekly, and monthly activity reports received from district and field teams.
  • Provision of timely and accurate information district-wise and activity-wise so the databases and trackers for mobilization activities and field deployments can be updated on daily basis.
  • Verify completeness and accuracy of field documentation before submission to Project Management and MEAL teams.
  • Maintain records of stakeholder meetings, coordination visits, and official communications with district authorities.
  • Ensure timely submission of records in line with project SOPs, donor requirements, and audit
  • Required Qualifications

  • Master’s degree in Social Sciences, Development Studies, Sociology, Public Administration, or a related field.
  • Minimum 5–7 years of experience in community mobilization, social mobilization, or development projects.
  • Prior experience managing field operations is highly desirable.
