Aiming Change for Tomorrow (ACT) International is a humanitarian and development organization dedicated to improving the lives of vulnerable communities through sustainable development, emergency response, and social protection programmes. ACT works closely with institutional donors, governments, corporate partners, and international affiliates, including ACT UK, to deliver accountable, high-impact interventions.

Position Purpose

The Coordinator Strategic Partnerships, Donor / Government Relations and UK Chapter provides executive leadership for ACT International Pakistan’s resource mobilization, donor engagement, government relations, and corporate (CSR) partnerships as well as for its UK Chapter. The role is responsible for shaping and leading ACT’s external engagement strategy, securing diversified funding, managing high-level stakeholder relationships, and ensuring compliance, reputational integrity, and strategic alignment with ACT’s mission and values.

The coordinator supports the executive leadership of ACT, represents ACT at national and international forums, and plays a critical role in positioning ACT as a trusted partner for institutional donors, government authorities, and the private sector.

Key Responsibilities

1. Strategic Leadership & Resource Mobilization

  • Lead the development and implementation of ACT International Pakistan’s resource mobilization and partnership strategy, aligned with organizational and ACT UK priorities.
  • Identify, cultivate, and secure institutional, government, and corporate (CSR) funding opportunities.
  • Provide strategic oversight of the donor pipeline, funding diversification, and long-term sustainability planning.
  • Support executive leadership on donor trends, funding risks, and emerging partnership opportunities.

2. Donor & Institutional Partnerships (Executive Oversight)

  • Serve as ACT International’s focal point for institutional donors, including UN agencies, bilateral donors, multilateral agencies, and foundations.
  • Facilitate high-level donor engagement, negotiations, and relationship management.
  • Oversee proposal positioning, compliance, and strategic donor communications, ensuring alignment with donor and organizational requirements.
  • Ensure timely, accurate, and high-quality reporting in coordination with programme and finance teams.

3. Corporate & CSR Partnerships

  • Lead strategic engagement with corporate and private sector partners (e.g., Nestlé Pakistan and other national and multinational companies) to develop CSR-funded and shared-value initiatives.
  • Position ACT International as a preferred implementing and strategic partner for corporate social responsibility programmes.
  • Initiate CSR concept development, proposal design, and partnership frameworks, ensuring alignment with ACT’s mission, safeguarding standards, and reputational risk policies.
  • Facilitate partnership negotiations while ensuring all agreements and financial commitments receive appropriate CEO, CSO and/or Board approval.

4. Government Relations & Regulatory Engagement

  • Serve as ACT International’s senior representative with Government of Pakistan authorities, including relevant ministries, regulatory bodies, and coordination platforms.
  • Provide strategic oversight of organizational compliance, registrations, MoUs, NOCs, and regulatory requirements.
  • Monitor policy and regulatory developments and advise leadership on implications for ACT’s operations and partnerships.
  • Strengthen and sustain long-term government relationships at federal and provincial levels.

5. ACT UK Coordination & International Liaison

  • Act as the executive focal point for coordination with ACT UK, ensuring strategic alignment, compliance, and performance oversight.
  • Represent the Pakistan programme in ACT UK governance processes, audits, due diligence, and strategic planning engagements.
  • Ensure ACT UK donor requirements, policies, and reporting standards are fully met.

6. Governance, Risk & Organizational Oversight

  • Ensure all donor, government, and corporate partnerships adhere to ethical fundraising, safeguarding, compliance, and risk management standards.
  • Contribute to organizational governance, strategic planning, and institutional development initiatives.
  • Provide leadership in documenting lessons learned, strengthening partnership systems, and enhancing organizational credibility and visibility.

7. Representation & Leadership

  • Represent ACT International at high-level donor, government, corporate, and inter-agency forums, both nationally and internationally, as delegated.
  • Build ACT’s profile, credibility, and influence within the humanitarian, development, and CSR ecosystem.
  • Provide leadership, mentoring, and strategic direction to relevant staff and teams under the portfolio.

Required Qualifications & Experience

  • Master’s degree in International Relations, Development Studies, Public Policy, Business Administration, or a related field or equivalent experience.
  • Progressively senior experience in donor relations, strategic partnerships, government liaison, or resource mobilization.
  • Proven track record of securing institutional and corporate (CSR) funding and managing high-value partnerships.
  • Demonstrated experience engaging at senior government, donor, and corporate leadership levels.
  • Strong understanding of INGO governance, compliance, safeguarding, and reputational risk management.
  • Experience working with UK-based donors or affiliates is highly desirable.
