The Displacement Tracking Matrix (DTM) is a system to track and monitor displacement and population mobility, and it is designed to regularly and systematically capture, process, and disseminate information providing a better understanding of the movements and evolving needs of displaced populations, whether on-site or en route. In recent years, DTM has become increasingly recognized as the primary source of displacement and migration data and information sources at the country, regional, and global levels. As a result of its worldwide presence, flexibility, and interoperability, DTM is now being implemented in Pakistan.

One of the core functions of DTM is data collection targeting various types of mobile populations and communities living with them through various methods such as face-to-face and/or telephonic interviews. In continuing its efforts to conduct data collection in several identified locations, in this case Chaman border crossing point, with various types and high number of migration and mobility, DTM will need numerous numbers of Border Monitoring Assistants.

Under direct supervision of the Project Assistant, Provincial Coordination,n and overall supervision of the DTM Programme Manager, the Project Assistant - Border Monitoring will be responsible for the deliverables of the following duties: 

Responsibilities and Accountabilities

  • Conduct regular monitoring of border flows, including the movement of people, goods, and vehicles, to inform the DTM team in Islamabad for reporting.
  • Collect and compile data on border flows, such as the number of travellers, categories of travellers, especially the outflow of undocumented Afghans, and the frequency of border crossings.
  • Conduct interviews with any representative (preferably head of household) of an undocumented family travelling to Afghanistan.
  • During the interview, collect all relevant information related to flow monitoring registration and flow monitoring survey using hard copies of the forms.
  • Use the KOBO tool for data entry on a daily basis.
  • Conduct data quality checks and ensure data accuracy and completeness.
  • Keep a close eye on the border situation and Standard Operating Procedures (SOPs), changes in SOPs, incidents that can hinder movements at the border, and any vital events that can be important for flow monitoring and cross mobility reporting. Report daily on any events that take place at the border.
  • Coordinate with relevant stakeholders, such as border control and law enforcement agencies, customs and immigration officials, and transport companies, to gather data on border flows.
  • Coordinate on a regular basis with other UN stakeholders, IP,s and NGOs who are working at the abovementioned border crossing points.
  • Provide regular updates to the Provincial Coordinator on issues, progress, and challenges faced by the field team.
  • Participate in briefings, orientation sessions and trainings as required.
  • Perform any other duties as may be assigned by the supervisor.

Required Qualifications and Experience:

EDUCATION:

  • A minimum secondary school diploma from an accredited educational institution. A completed Bachelor’s degree from an accredited academic institution is an advantage.

EXPERIENCE:

  • At least four years of relevant professional experience, or two years for candidates holding a Bachelor’s degree
  • Experience in Interpretation and/or translation activities is preferred;
  • Knowledge of the USRAP program implementation and familiarity with IOM's administrative, financial, and business rules and practices are desirable

 SKILLS:

  • Excellent communication, interpersonal, and diplomacy skills;
  • Proven ability to work as part of a team in an international and multicultural environment

LANGUAGES:

IOM’s official languages are English, French, and Spanish. 

REQUIRED

 For this position, fluency in Dari, Pashto, and Farsi is required (oral and written).

English, Urdu, and Pashto
