Job Summary:

The Thematic Lead – DRR & WASH (Civil Engineer) will provide strategic and technical leadership for Pak Mission Society’s Disaster Risk Reduction (DRR) and Water, Sanitation, and Hygiene (WASH) portfolio. The role focuses on climate-resilient infrastructure, engineering design, construction quality, and integration of DRR principles into WASH interventions.

The incumbent will ensure technical excellence across projects, support program development, strengthen engineering standards, and enhance PMS’s positioning in resilient infrastructure and humanitarian response.

Job Function/Descriptions

  1. 1.     Technical Leadership & Engineering Oversight
  • Provide technical leadership for the design, planning, and implementation of DRR and WASH infrastructure projects.
  • Review and approve engineering designs, drawings, BOQs, cost estimates, and technical specifications.
  • Ensure construction quality through regular field monitoring and compliance with national and international standards (Sphere, WHO, UNICEF WASH standards).
  • Promote climate-resilient, disaster-resistant, and environmentally sustainable infrastructure.
  • Develop engineering SOPs, guidelines, and technical toolkits.
  1. 2.     Program Design & Development
  • Lead the integration of DRR principles into WASH and infrastructure programming.
  • Support proposal development by providing technical inputs, costings, feasibility analysis, and risk assessments.
  • Conduct technical needs assessments, site surveys, and feasibility studies.
  • Contribute to strategic planning aligned with PMS Strategic Plan.
  1. 3.     Quality Assurance & Compliance
  • Establish quality control mechanisms for construction and rehabilitation works.
  • Ensure compliance with donor regulations, building codes, environmental safeguards, and organizational policies.
  • Coordinate with MEAL teams to develop technical indicators and verification mechanisms.
  • Support internal and external audits related to infrastructure projects.
  1. 4.     Project Implementation Support
  • Provide technical guidance to field engineers and project teams.
  • Monitor project timelines, budgets, and deliverables related to infrastructure components.
  • Identify implementation risks and recommend mitigation strategies.
  • Support emergency response interventions requiring rapid engineering solutions.
  1. 5.     Partnerships, Coordination & Representation
  • Represent PMS in technical working groups, clusters (WASH/Shelter), and coordination forums.
  • Build relationships with government departments, engineering bodies, donors, and technical partners.
  • Contribute to organizational learning by documenting best practices and innovations.
  1. 6.     Capacity Building
  • Mentor engineers and program teams on infrastructure standards and DRR integration.
  • Organize technical trainings on resilient construction, WASH systems, and safety protocols.
  • Strengthen internal capacity on anticipatory action and climate adaptation infrastructure.
  1. 7.     Research & Innovation
  • Promote innovative engineering solutions for flood resilience, water management, and sanitation systems.
  • Lead research on emerging infrastructure technologies suitable for vulnerable communities.
  • Support digital integration of engineering processes within PMS ERP systems.

 

Job Specifications:

Education:

  • Bachelor’s or master’s degree in civil engineering (Master’s preferred).
  • Professional registration with Pakistan Engineering Council (PEC).

Work Experience:

  • Minimum 7–8 years of relevant experience in DRR, WASH infrastructure, or humanitarian engineering.
  • Demonstrated experience in designing and managing construction projects.
  • Proven experience in business development, proposal writing, and managing large-scale humanitarian and development projects.
  • Strong understanding of donor requirements (e.g., USAID, ECHO, DFID, UN agencies)

Skills and Competencies:

  • Expertise in engineering design software (AutoCAD, Civil 3D, or equivalent).
  • Strong knowledge of BOQ preparation, cost estimation, and construction management.
  • Understanding of climate-resilient infrastructure and disaster mitigation approaches.
  • Strategic thinking with strong technical problem-solving abilities.
  • Leadership and team mentoring skills.
  • Excellent coordination and stakeholder management.
  • Ability to manage multiple projects in complex environments.
  • Familiarity with ERP systems for program management is an advantage.
