Pakistan is one of the world’s leading cotton producers and exporters, with a complex value chain shaped by federal and provincial governance, evolving quality and grading systems, trade policies, climate risks, market volatility, and structural constraints affecting farmers and ginners. The sector is undergoing transformation driven by climate change, regulatory reforms, international market requirements, traceability expectations, and sustainability standards.

To inform Better Cotton’s strategic engagement, programming, market linkages, and policy advocacy, a comprehensive, evidence-based cotton landscape analysis is required. This consultancy will generate a structured and contextualised understanding of Pakistan’s cotton sector, including institutional arrangements, grading systems, regulatory environment, market flows, risks, and opportunities.
