Job Purpose:

The Manager – Human Resource, Procurement & Logistics will be responsible for leading and managing the organization’s core support services by strengthening policies, systems, and practices in HR, procurement, logistics, and administration. The role emphasizes digitization, compliance, efficiency, and accountability to ensure seamless service delivery to all departments and field offices.

Key Responsibilities

A. Human Resource Management

  • Lead the planning, implementation, and monitoring of HR policies and procedures.

  • Ensure digitization and regular update of the HR Management Information System, staff files, payroll records, and contracts.

  • Supervise recruitment, onboarding, appraisals, promotions, exits, and employee benefits as per policy.

  • Oversee team-building efforts, capacity development plans, and grievance/conflict resolution.

  • Ensure HR compliance with national labor laws, donor standards, and internal policies.

  • Safeguard confidentiality and ensure data security of employee records and sensitive HR documents.


B. Procurement Management

  • Lead the end-to-end procurement cycle including procurement planning, sourcing, vendor management, bidding, contracting, and delivery.

  • Facilitate and serve as the secretary to the Procurement Committee to ensure transparency and fairness in decision-making.

  • Digitize procurement records through an electronic Procurement Management System for real-time tracking, vendor evaluation, and audit readiness.

  • Conduct regular market surveys to ensure cost-effective procurement practices and quality assurance.

  • Maintain vendor databases, conduct performance evaluations, and foster long-term vendor relationships.

  • Ensure strict compliance with Procurement Policy and relevant donor procurement rules.

C. Logistics, Repair & Maintenance

  • Oversee logistics services, including transportation, travel arrangements, events, accommodation, and field support.

  • Supervise repair and maintenance of vehicles, office equipment, and facilities.

  • Ensure logistics support for meetings, trainings, and project implementation activities is timely and cost-effective.

  • Ensure smooth functioning of admin support systems through close coordination with Admin Officers at the head office and field level.

D. Asset & Resource Management

  • Maintain and regularly update the fixed asset register across.

  • Implement tracking systems for asset usage, transfers, and depreciation.

  • Ensure physical verification of inventory and assets at regular intervals.

  • Promote responsible resource utilization and environmental sustainability practices.

  • Ensure safety, security, and insurance coverage for assets and infrastructure.

E. Compliance, Policy Development & Audit Support

  • Lead the development, review, and implementation of support service policies, manuals, and operating procedures.

  • Coordinate internal audits and external reviews of HR, procurement, and logistics functions, address findings through corrective actions.

  • Ensure compliance with donor contractual obligations, government regulations, and organizational values.

F. Cost Effectiveness & Efficiency

  • Promote value-for-money principles in all support services.

  • Identify and implement cost-cutting measures without compromising service quality.

  • Monitor budget utilization related to HR, procurement, logistics, and administration, and share reports with senior management.

Qualifications and Experience

  • Master’s degree in business administration, Prefer in Human Resource Management, Supply Chain Management, or a related field.

  • Minimum 5 years of relevant experience. 

  • Proven experience in handling HR systems, procurement cycles, and logistics in a development or non-profit environment.

  • Experience in system digitization, data protection practices, and internal controls.
