Purpose

The Programme Manager – KP is responsible for the overall planning, coordination, implementation, and oversight of protection-related programme activities at the regional level, including Community-Based Protection (CBP), Case Management, Mental Health and Psychosocial Support (MHPSS) services, Community Centre programming, and the operational management of the Multi-Purpose Hub (MPH).

 

The role ensures effective programme implementation, quality service delivery, and compliance with organisational policies and donor requirements across all programme components and service locations. The position provides strategic and operational leadership to programme teams, supervises key field personnel including the Facility Incharge – MPH, and ensures coordinated, protection-sensitive services for vulnerable communities in line with organisational standards and humanitarian principles.

Key Responsibilities

1.      Programme Leadership & Implementation

  • Lead and oversee the implementation of protection programme activities in KP, including CBP, Case Management, MHPSS, MPH and Community Centre services.
  • Ensure programme activities are delivered in line with approved project proposals, work plans, budgets, and donor guidelines.
  • Monitor programme progress against targets and ensure timely achievement of deliverables.
  • Identify implementation challenges and develop appropriate mitigation strategies.
  • Ensure protection principles and Do No Harm approaches are integrated across programme activities.

 2.      Team Management & Supervision

  • Supervise and provide guidance to programme staff including Protection Officers, Case Workers, MHPSS staff, Community Mobilisers, and the Facility Incharge – MPH.
  • Conduct regular team meetings to review progress, operational challenges, and programme priorities.
  • Support staff capacity development through mentoring, coaching, and structured feedback.
  • Coordinate with the Human Resources Unit on recruitment, performance management, and disciplinary matters as required.
  • Promote a respectful, inclusive, and professional work environment.

 3.      Quality Assurance & Protection Standards

  • Ensure quality and consistency of protection services delivered across programme components.
  • Monitor case management and MHPSS services to ensure compliance with confidentiality, safeguarding, and ethical standards.
  • Ensure adherence to organisational policies including safeguarding, PSEAH, data protection, and confidentiality.
  • Support preparation for internal programme reviews, audits, and monitoring visits.

 4.      Coordination & Representation

  • Represent the organisation at regional coordination meetings, protection forums, and relevant stakeholder engagements as assigned.
  • Maintain effective coordination with government counterparts, community leaders, and partner organisations.
  • Strengthen partnerships and coordination with relevant humanitarian actors and service providers.
  • Ensure timely communication and reporting to Head Office on programme developments, risks, and achievements.

 5.      Monitoring, Reporting & Data Use

  • Ensure accurate and timely submission of programme reports in coordination with Monitoring & Evaluation (M&E) and Information Management teams.
  • Review programme data and analysis to support evidence-based decision-making and adaptive management.
  • Contribute to preparation of periodic internal and donor reports.
  • Ensure proper documentation and filing of programme records at regional level.

 6.      Financial & Operational Oversight

  • Monitor programme expenditure in coordination with the Finance Unit to ensure budget compliance.
  • Review and approve activity-related expenditures within delegated authority limits.
  • Coordinate with Operations for procurement, logistics, and asset management requirements.
  • Ensure cost-effective utilisation of programme resources.

 7.      Safeguarding, Risk & Compliance

  • Ensure strict adherence to safeguarding, PSEAH, and protection standards across programme activities.
  • Identify programme risks (operational, protection-related, and security) and report them to Head Office management.
  • Promote ethical conduct, accountability, and transparency within programme teams.
  • Ensure incidents, complaints, or safeguarding concerns are reported through appropriate organisational mechanisms.

 

Level of Authority

  • Provides programme-level oversight and supervision of regional protection staff.
  • Reviews and endorses programme plans, reports, and activity schedules prior to submission to Head Office.
  • Approves routine operational decisions within delegated authority limits.
  • Escalates strategic, financial, or protection-sensitive matters to the Senior Programme Manager and CEO where required.

Other Duties

  • Perform any other duties related to the position, as reasonably assigned by the Supervisor, in line with organisational policies and operational requirements.

Qualifications & Experience

  • Preferably Bachelor’s degree in Social Work, Development Studies, Sociology, Psychology, or a related field
  • Minimum 3-7 years of progressive experience in protection programming, or humanitarian work.
  • Strong understanding of protection principles, safeguarding, and confidentiality standards.
  • Experience coordinating with government institutions, humanitarian actors, and community stakeholders.
  • Strong planning, reporting, and communication skills.
