Under the overall supervision of the Protection Coordinator and the direct supervision of the National Protection Officer, the incumbent will support with the coordination and monitoring of the provision of protection services through Implementing Partner organizations of IOM’s emergency response to the flood crisis and Afghanistan crisis in Pakistan.

Responsibilities and Accountabilities

  • Assist in coordinating the work of implementing partners (IPs) in the implementation of specialized protection services.

  •  Participate in capacity-building sessions for IPs on general protection, protection mainstreaming principles, gender-based violence (GBV), child protection (CP), counter trafficking (CT), safe referral pathways, prevention of sexual exploitation and abuse (PSEA), data protection, and other relevant topics.
  • Assist the National Protection Officer in the coordination and monitoring of the timely and safe implementation of specialized protection services in line with IOM’s Standard Operating Procedures (SOPs), work plans, and project objectives, including through weekly and monthly project tracking and reporting tools.
  • Conduct regular field visits to monitor service delivery, conduct periodic meetings to discuss challenges, and conduct ad hoc follow-ups, as well as identify challenges and capacity-building needs of IPs.
  • Consistently and accurately collect and compile information and data shared by IPs on project achievements and enter them in relevant tools, databases and information management (IM) systems to facilitate monitoring and reporting, in line with data protection principles.
  • Contribute to continuously strengthening the capacities of IPs by identifying gaps, planning, and providing training sessions on identified gaps in capacities.
  • Support the Protection Unit with other specialized tasks at the Country Office-level and activities, upon request, including but not limited to conducting field visits, key informant interviews (KIIs), focus group discussions, awareness raising sessions, and other activities.
  • Assist with other tasks, as needed.

Required Qualifications and Experience

EDUCATION

  • Bachelor's or Equivalent or Higher degree in development studies, political sciences, social sciences, gender studies, law, human rights, or other relevant field from an accredited academic institution with 3 years of relevant professional experience.
  • Or a High School Degree/Certificate in the above relevant fields with 5 years of experience. 

EXPERIENCE

  • Experience working on general protection, child protection (CP), and gender-based violence (GBV), including working in direct contact with beneficiaries.
  • Previous experience in protecting information management is an asset.
  • Understanding of the protection sector in Pakistan, its challenges, priorities, and existing referral pathways, and demonstrated knowledge of principles applying to safe referrals.
  • Good experience in providing technical guidance and capacity building on general protection, GBV, CP, and other cross-cutting issues.
  • Understanding of critical issues around data protection principles and knowledge of safe, confidential, and ethical data collection, processing, and analysis.
  • Advanced computer skills and literacy (MS Word, PowerPoint), and proficiency in Excel.
  • Knowledge of the Afghanistan crisis in Pakistan and understanding of issues related to Afghan migrants and host communities in Pakistan.

SKILLS

  • In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization; and
  • Knowledge of UN and bilateral donor programming.
  • Knowledge of financial rules and regulations.

Languages

IOM’s official languages are English, French, and Spanish. 

REQUIRED

For this position, fluency in English and Urdu is required 9Oral and Written)

DESIRABLE

Working knowledge of Pashtu, Dari, and any other local language.
