Job Description:

 

JD Project Manager

Duty Station:                Islamabad, with frequent travel to relevant project locations
Reporting to:                Head of Programmes

Internal coordination: Head of Finance, Admin/HR, Communications, and MEAL Officer

Externally Coordination: Government Department, Civil Society, Donor, etc.

Duration:                      1 year (extendable)

Background

Foundation for Ageing and Inclusive Development (FAID) is implementing a 3-year project titled SHECARE: Strengthening Health Education and Care Services for Healthy Ageing and Reproductive Equality in Pakistan. The project aims to improve access to inclusive, quality health and care services for older people in Islamabad and Rawalpindi. The project responds to Pakistan’s rapidly ageing population and the growing need for age-appropriate health and care services. It addresses gaps in geriatric care, skills development, employability, entrepreneurship, digital linkages and policy frameworks. The project focuses on building the capacity of healthcare professionals, domestic workers and young women to deliver quality care services, while also creating livelihood and enterprise development opportunities in the emerging care economy.

Purpose of the Position

The Project Manager will be responsible for the overall planning, implementation, coordination, monitoring and reporting of the SHECARE project in Islamabad and Rawalpindi. She/He will lead technical and operational coordination related to health and care-based skills development, employability, entrepreneurship, and enterprise development. The position will work closely with healthcare institutions, training providers, government departments, private sector actors, community stakeholders, women trainees, domestic workers, caregivers, and older people to ensure the successful delivery of project results. The role requires strong project management experience, understanding of health and care services, technical and vocational skills training, women’s economic empowerment, enterprise development, job placement, mentoring, and stakeholder coordination.

Key Responsibilities

Project Planning and Implementation

  • Drive the planning, execution, and monitoring of the SHECARE project, ensuring strict alignment with work plans, budgets, and donor requirements.
  • Oversee the development of key innovations, specifically a care-based social enterprise model and a dedicated digital platform.
  • Track project milestones, address implementation gaps, manage risks, and maintain comprehensive technical documentation.

B. Health and Care Services Coordination

  • Partner with government, healthcare, and training bodies to strengthen age-friendly, inclusive, and respectful home-based care systems.
  • Promote ethical standards and practical improvements in care services at the household, community, and institutional levels.
  • Ensure care services effectively address the needs of vulnerable groups, particularly older people, women, and persons with disabilities, while strengthening formal referral networks.

C. Skills Development, Employability, and Entrepreneurship

  • Lead TVET programs for women and youth, blending caregiving, digital literacy, and entrepreneurship skills into cohesive training packages.
  • Oversee the distribution of starter toolkits and provide ongoing mentoring, coaching, and progress tracking for participants.
  • Facilitate job placements and support women-led micro-enterprises by establishing strategic linkages with households and private sector employers.

D. Digital Platform and Innovation

  • Collaborate with technical consultants to build a user-friendly, secure, and accessible digital platform that matches trained caregivers with households.
  • Oversee features for caregiver registration, verification, service matching, and post-service tracking.
  • Maintain data integrity, ensure user confidentiality, and drive outreach campaigns to boost platform adoption.

E. Stakeholder Engagement and Partnership Coordination

  • Establish and maintain robust relationships with civil society, donors, and private/public sector partners to advance the care economy.
  • Represent the organization in external forums, lead steering committees, and actively contribute to policy dialogues on geriatric care and healthy ageing.

Monitoring, Evaluation, Accountability, and Learning

  • Support monitoring and evaluation processes, including data collection, progress tracking, and use of tools to measure project performance.
  • Review data and reports to assess progress against targets, ensuring accurate disaggregated data (sex, age, disability).
  • Contribute to assessments, learning exercises, and documentation of lessons learned, case studies, and best practices.
  • Assist in preparing timely monthly, quarterly, annual, and donor reports in coordination with MEAL and programme teams.

Financial, Administrative, and Compliance Management

  • Support project budgeting, expenditure tracking, and procurement planning in coordination with finance and admin teams.
  • Ensure activities comply with approved budgets, donor requirements, and organizational policies and procedures.
  • Prepare and manage financial and operational documentation, including requests, contracts, and supporting records.
  • Coordinate with internal teams to ensure smooth operations while identifying and mitigating financial, operational, and compliance risks.

Team Supervision and Capacity Building

  • Supervise and support project staff, trainers, and service providers to ensure effective implementation of activities.
  • Provide technical guidance, conduct team meetings, and address challenges to maintain progress and quality delivery.
  • Foster teamwork, accountability, inclusion, and professional conduct within the project team.
  • Identify capacity gaps and ensure staff understanding of project objectives, safeguarding, data protection, and accountability standards.

Reporting and Documentation

  • Prepare and submit high-quality progress reports and ensure timely completion of all project documentation.
  • Maintain project tracking systems, including progress trackers, risk registers, and activity records.
  • Document achievements, challenges, lessons learned, and recommendations from implementation.
  • Coordinate with communications teams to produce visibility materials and ensure reporting reflects key project results across care, skills, employment, and innovation.

 Required Qualification and Experience

Education

  • Master’s degree in Project Management, Business Administration, Economics, Development Studies, Public Health, Social Sciences, or a related field.
  • Professional certifications in Project Management or specialized training in TVET, enterprise development, or public health/geriatric care will be highly advantageous.

Experience

  • At least 5 years of relevant professional experience in project coordination or management within the development sector.
  • Proven track record in implementing projects focused on livelihood programming, vocational skills training (TVET), or enterprise development.
  • Demonstrated experience or a strong understanding of health and care-based projects, healthy ageing, women’s economic empowerment, or social inclusion initiatives.
  • Proven experience coordinating multi-stakeholder interventions, including managing training providers, establishing job placement linkages, or working with micro-enterprise models.

Required Skills and Competencies

  • Strong project management, planning, coordination, and implementation skills.
  • Good understanding of enterprise development, employability, entrepreneurship and technical skills training.
  • Strong coordination and relationship-building skills with government, donors, partners, private sector and community stakeholders.
  • Excellent report writing, documentation and presentation skills.
  • Strong analytical and problem-solving skills.
  • Ability to manage budgets, work plans, timelines and project deliverables.
  • Good understanding of inclusion, gender equality, disability inclusion, safeguarding and accountability.
  • Ability to supervise teams and work effectively in a multicultural and diverse environment.
  • Strong computer skills, including MS Word, Excel, PowerPoint and online coordination tools.
  • Knowledge of digital platforms, online service linkages or database management will be an asset.
  • Fluency in Urdu and English is required. Knowledge of local languages will be an advantage.
