Background

Legal Aid Society (LAS) is implementing a programme focused on strengthening the state’s response to sexual violence, child marriage, and domestic violence across Pakistan. Under this programme, one of the key interventions in Sindh is building the capacity of local government officials on gender sensitization and child marriage prevention through a Training of Trainers (ToT) approach – targeting participants from the Sindh Local Government Training Academy in Tandojam, Hyderabad.

The ToT is designed to build a sustainable in-house training capacity within the local government system, enabling trained officials to cascade gender sensitization and child marriage prevention content to their peers and subordinates. The Technical Consultant will be responsible for developing a ToT facilitation guide grounded in adult learning methodologies, and facilitating the 2-day ToT with participants from the Sindh Local Government Training Academy.

Objective

The objective of this consultancy is to (1) develop a ToT facilitation guide grounded in adult learning methodologies covering gender sensitization and child marriage prevention concepts, and (2) facilitate a 2-day Training of Trainers with participants from the Sindh Local Government Training Academy in Tandojam, Hyderabad – building their capacity to deliver gender sensitization training independently.

Scope of Work

The Technical Consultant will undertake the following:

  • Develop a ToT facilitation guide using adult learning methodologies covering: concepts of consent, coercion, and compliance; gender norms and their role in perpetuating child marriage; child-centric trauma and its implications for service delivery; pre- and post-training assessment tools aligned with child marriage prevention objectives.
  • Facilitate a 2-day ToT with participants from the Sindh Local Government Training Academy in Tandojam, Hyderabad – delivering the training using participatory, adult learning approaches.
  • Administer pre- and post-training assessments to measure participant learning outcomes and submit assessment results to LAS for M&E reporting.
  • Submit a brief training report post-facilitation documenting key observations, participant feedback, and recommendations.

 

Deliverables and Payment Schedule

Payment will be made per deliverable upon submission and written approval by LAS. The consultant must receive written approval before proceeding to the next deliverable.

Required Experience

  • Minimum 10 years of hands-on experience in training facilitation, gender programming, or capacity building in the development or public sector in Pakistan.
  • Demonstrated experience developing Training of Trainers curricula and facilitation guides using adult learning methodologies.
  • Strong expertise in gender sensitization, child marriage prevention, and related concepts including consent, coercion, and child-centric trauma.
  • Prior experience facilitating training with government officials or local government training institutions in Sindh is strongly preferred.
  • Experience administering pre- and post-training assessments and compiling training reports.
  • Track record of delivering high-quality training materials and facilitation on time.

Required Skills

  • Adult learning methodology and ToT curriculum design.
  • Gender and GBV expertise – deep understanding of gender norms, child marriage, consent, coercion, and child-centric trauma.
  • Training facilitation – participatory, interactive facilitation with government and institutional audiences.
  • Assessment design – ability to develop pre/post-training tools aligned with learning objectives.
  • Technical writing – ability to produce clear, structured facilitation guides and training reports.
  • Strong written and verbal communication in English and Urdu. Sindhi language skills are an asset.

Reporting and Quality Assurance

The Technical Consultant will report directly to the Program Manager, Legal Aid Society. All deliverables must be submitted to the Program Manager for review. Written approval from LAS is required before the consultant may proceed to the next deliverable and before any payment is processed.

LAS reserves the right to request revisions to any deliverable within 10 working days of submission. The consultant must incorporate all feedback and resubmit within 5 working days of receiving comments.

All materials, training content, assessment data, and documents produced under this consultancy are the sole property of Legal Aid Society and UNFPA. The consultant may not share, publish, or use any project materials.
