Terms of Reference – Monitoring, Reporting and Communication Consultant (Mid-Level), Concern Pakistan Programme
Background:
Concern Worldwide is an international, non-governmental, humanitarian organisation dedicated to the reduction of suffering, and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Pakistan since 2001, implementing both long term development and emergency response projects throughout the country.
Overall Objective and Purpose
Concern Worldwide Pakistan is seeking an Individual Mid-level Monitoring, Reporting and Communication Consultant (preferably female) for its Country Programme, based in the Islamabad office. The overall purpose of this position is to strengthen the quality, consistency, and effectiveness of Concern Pakistan’s monitoring, reporting, and communications functions for internal and external audiences, including donors, government, partners, and the wider public. The consultant will support the country team across four key functional areas: (i) Monitoring; (ii) Reporting and Proposal Development; (iii) Communications and Visibility; and (iv) Documentation and Knowledge Management. The consultant will contribute to data management and analysis, programme monitoring, design and implementation of assessments, development of high-quality reports, proposals, and communication products, and the promotion of Concern Pakistan’s resilience and humanitarian work through various communication channels.

Key Responsibilities
The Monitoring, Reporting and Communication Consultant will be responsible for, but not limited to, the following tasks:
Monitoring (30%)

Support the development of monitoring tools, including beneficiary registration and profiling forms, process monitoring checklists, in line with project MEAL frameworks.

Support needs and situational assessments, including rapid assessments and sectoral assessments, through tool design, data collection coordination, and analysis.

Support the design and implementation of baseline studies, post-distribution monitoring (PDM), including quantitative and qualitative data analysis and development of study reports.
-
Assess the accuracy and compliance of quantitative and qualitative data received from partner and field offices, and support in archiving programme data.

Support the TA-M&E in conducting Data Quality Assessments (DQAs) and periodic field visits to verify data quality by cross-checking physical records.

Support in updating the Management Information System (MIS) in consultation with the TA-M&E.

Build the capacity of partner staff on MEAL tools, data collection methodologies, and reporting requirements through training, coaching, and on-the-job support.
Reporting and Proposal Development (30%)

Support programme teams in the preparation of high-quality donor and internal reports, Expressions of Interest (EOIs), concept notes, proposals, and presentations. Edit, format, and quality-assure documents in line with Concern Worldwide and donor guidelines.

Prepare initial drafts of the donor report, government reports, and monthly situation reports in coordination with the Country Director (CD), Programme Director (PD), and MEAL team.

Preparation of monthly country level updates, and sit-reps for the head office and other stakeholders.
Communications and Visibility (30%)

Design and coordinate the production of communication and visibility materials, including programme documentation, case studies, factsheets, brochures, banners, and IEC materials.

Support day-to-day communications activities by collecting programme updates, success stories, and field information.

Ensure compliance with donor visibility and branding requirements across all programme outputs.

Manage and contribute to updates on Concern Pakistan’s official communication channels, including social media platforms and promote Concern Pakistan’s programme and resilience work through digital and media content.

Support the development of content for newsletters, reports, and presentations.
Documentation and Knowledge Management (10%)
- Coordinate the documentation of case studies, programme learning, and research in collaboration with programme and MEAL teams.
- Maintain an organised and up-to-date document library, including hard and electronic copies of reports and communication materials.

Review and strengthen information management systems (e.g. SharePoint and filing systems) to ensure easy access to reports and knowledge products.

Provide coordination and communications support during meetings, workshops, events, exhibitions, and donor visits.

Support internal and external information sharing in line with Concern’s communication protocols.
Deliverables

MEAL tools (beneficiary profiles, process monitoring checklists, community profiling forms) developed and/or updated; assessment tools designed and assessments conducted with findings reported.

Baseline, PDM, and endline study reports produced with quality data analysis; DQAs conducted and data verified through periodic field visits.

Regular beneficiary and indicator performance data provided to the programme team and clusters/working groups (monthly, semi-annual, and ad hoc).

Donor-compliant reports, government reports, EOIs, concept notes, proposals, presentations, and sitreps edited, formatted, and quality-assured.

Properly branded communication products (case studies, factsheets, brochures, banners, IEC materials, and event visibility items) produced and disseminated.

Regular, high-quality content published on Concern Pakistan’s official communication channels; complete records of visibility actions, including photographic evidence, maintained for donor reporting.

An organised, up-to-date repository of reports, communication materials, case studies, MEAL data, photos, and videos (hard and electronic), accessible to relevant staff.

Improved information management systems (e.g. SharePoint, MIS) and effective internal and external information sharing supported during meetings, events, and donor engagements.

Duration/Time of consultancy
The consultancy will initially be for a period of four months, starting in July 2026. Contract extensions will be considered based on performance and organizational requirements.
Coordination and Communication
The consultant will communicate and coordinate for their deliverables with Technical Advisor (TA) – MEAL and closely work with Program Director and Program Team to ensure all outputs are delivered as per the requirements and timelines.
Required Qualifications and Experience
- Relevant Educational Qualification to the Master’s level in Monitoring and Evaluation, Social Sciences, Development Studies, Mass Communications, International Relations, or a related field.

At least 5 years of experience in monitoring, reporting, and communications in international development, resilience, or humanitarian programmes, preferably with a UN agency or INGO.

Strong ability to deliver quality products under short and strict deadlines

Good knowledge of Programme Cycle Management in the Humanitarian/Development Sector

Good knowledge of donors (e.g. FCDO, EU, UN) and their humanitarian and development work.
Skills and Competencies
- Advanced knowledge of Microsoft Office Suite; Photoshop and desktop publishing software a strong plus (e.g. Canva, Adobe InDesign/Illustrator is an asset)

Experience in MEAL systems, data management, quantitative and qualitative data analysis, and design of monitoring tools and assessments. Familiarity with data collection platforms (e.g. KoBoToolbox, ODK) is an asset.
