Job Location

Islamabad, with frequent travel/visits to partners’ offices / programme sites across Pakistan.

Liaises With

Members of the Pakistan Programme team, Finance and Operations Departments and implementing partners.

Job Summary

Programme Specialist will support the PD in the design, planning, M&E and management of humanitarian and development programmes. She will monitor and support the implementing partners in timely achievement of programme targets in line with donor commitments and organizational quality standards. She will support in the integration of Key Approaches/Cross cutting themes, in the programmes. She will assist in developing concept notes, proposals and reports.

Main Responsibilities

 

  • Provide technical inputs in the planning, design, M&E and management  of the programmes as per donor contracts & organisational quality standards.
  • Support the partners on work planning, implementation, M&E, progress reporting and timely achievement of programmatic and financial targets.
  • Maintain strong communication with the partners to timely address issues that may arise during implementation, in consultation with the PD.
  • Support and guide the partners to maintain close coordination with the relevant government ministries / departments at national /provincial/ district levels as well as with I/NGOs and UN agencies implementing similar programmes, for synergies and to avoid duplications of efforts.
  • Provide support in the integration of key approaches/cross cutting issues in the programmes (i.e. Equality, Accountability, Partnership, Advocacy etc.) as per Concern guidelines.
  • Support the partners in operationalizing of PM&E systems according to Concern PM&E Guidelines and donor committments.
  • Support in conducting gender analysis to formuatle and implement gender equality strategy for the programmes
  • Provide training and capacity-building support to partners, on mutually agreed programmatic themes.
  • Assist in developing concept notes, proposals, reports, and briefing papers aligned with Concern and sector strategies, meeting donor requirements.
  • Support in documentation of best practices, success stories, and lessons learned and package it for reports, talking points and briefing papers.
  • Represent the programme in internal and external coordination platforms, as advised by the PD.
  • Responsible for upholding and promoting Concern’s values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos.
  • Actively participate in any emergency response as and when required.
  • Any additional responsibilities assigned by the PD.

Person Specification

 

  • Master’s in Development / Humanitarian Studies or other relevant Social Science discipline.
  • A minimum of 7 years relevant professional experience of working with reputable international NGOs in humanitarian, resilience building, DRR and climate change adaptation programming.
  • Proven experience of project delivery via partnerships with national NGOs and consortium partners
  • Experience in the design and use of monitoring and evaluation systems.
  • Prior work experience with UN agencies, governments, and donors.
  • Able to recognize possible signs of child and adult abuse, harm and neglect as this relates to their role.
  • Able to identify a child or adult at risk of harm, abuse or neglect.
  • Able to seek appropriate advice and report concerns, and feel confident that they have been understood.
  • Candidates are expected to demonstrate abilities in the following priority competency areas.

  • In-depth knowledge of donor regulations, systems, and procedures espcailly USAID/UKAID.
  • Understanding of disaster contexts (floods, droughts, earthquakes, etc.) in Pakistan, with previous experience working in disaster-affected areas desirable.
  • Experience of working on Gender equality and inclusion issues in Pakistan.
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform.
  • Strong understanding of protection, inclusion, and conflict mitigation issues.
  • Proven experience in developing high quality proposals and reports for institutional donors.
  • Strong communication, information management, and interpersonal skills.
  • Ability to work harmoniously with people from different cultural backgrounds.
  • Excellent verbal, written communications, and presentation skills in English.
