Job Title: Consultant for Comprehensive Mapping of Protection Dynamics

Location: Islamabad and Rawalpindi, Pakistan

Duration: [1.5 month]

Reporting to: Project Director and Project Manager.

Background: The project aims to address the diverse displacement needs of Afghan Nationals and host communities in Islamabad and Rawalpindi. Given the recent forced repatriation notices and associated economic and psychosocial challenges, there is an urgent need to map the protection dynamics comprehensively. This mapping will inform targeted interventions and support systems to ensure the well-being and safety of the affected communities.

Purpose of the Assignment: The Consultant for Comprehensive Mapping of Protection Dynamics will conduct a thorough analysis of the protection needs and dynamics affecting Afghan Nationals and host communities. This will include identifying key protection risks, existing services, gaps, and opportunities for enhancing the protection environment.

Key Responsibilities:

  1. 1.   Conduct Comprehensive Mapping:
  • Carry out detailed mapping of protection dynamics in Islamabad and Rawalpindi, focusing on Afghan Nationals and host communities.
  • Identify and document protection risks, challenges, and needs, including legal, psychosocial, economic, and educational aspects.
  1. 2.   Stakeholder Engagement:
  • Engage with relevant stakeholders, including community members, NGOs, civil society organizations, government agencies, and service providers.
  • Facilitate focus group discussions, key informant interviews, and community consultations to gather diverse perspectives and insights.
  1. 3.   Data Collection and Analysis:
  • Design and implement data collection tools and methodologies suitable for the context.
  • Analyze collected data to identify trends, patterns, and critical protection issues.
  • Ensure data accuracy, integrity, and confidentiality throughout the process.
  1. 4.   Documentation and Reporting:
  • Prepare a comprehensive mapping report detailing the protection dynamics, findings, and recommendations.
  • Include visual aids such as maps, charts, and graphs to support the report's narrative.
  • Present findings and recommendations to Organization and IOM for validation and feedback.
  1. 5.   Coordination and Collaboration:
  • Work closely with Organization staff, particularly the Project Manager and M&E Officer, to ensure alignment with project goals and objectives.
  • Maintain regular communication with IOM representatives and other relevant stakeholders.
  1. 6.   Capacity Building:
  • Provide capacity-building sessions for organization staff on data collection, analysis, and reporting methodologies.
  • Share best practices and lessons learned to enhance the organization's protection programming.

Qualifications and Experience:

  • Advanced degree in Social Sciences, International Development, Human Rights, or a related field.
  • At least 5 years of experience in protection programming, humanitarian response, or related areas.
  • Demonstrated experience in conducting comprehensive protection mapping or similar assessments.
  • Strong analytical skills and ability to synthesize complex information into actionable recommendations.
  • Excellent communication and facilitation skills, with proficiency in English (knowledge of local languages is an asset).
  • Ability to work independently, meet deadlines, and manage multiple tasks effectively.
  • Familiarity with the context and challenges faced by Afghan Nationals and host communities in Pakistan is highly desirable.

 

Key Performance Indicators (KPIs):

  1. 1.   Quality of Mapping Report:
  • Comprehensive and accurate documentation of protection dynamics, risks, and needs.
  • Clear, actionable recommendations supported by data and analysis.
  1. 2.   Stakeholder Engagement:
  • Effective facilitation of focus group discussions and key informant interviews.
  • Positive feedback from stakeholders on the engagement process.
  1. 3.   Data Collection and Analysis:
  • Robust data collection methodologies and tools used.
  • ·         Timely and accurate analysis of data with clear presentation of findings.
  1. 4.   Coordination and Collaboration:
  • Regular communication and coordination with Organization and Donor.
  • Alignment of activities with project objectives and goals.
  1. 5.   Capacity Building:
  • Delivery of capacity-building sessions for Organization staff.
  • Improved skills and knowledge of Organization staff in data collection and analysis.
