Programme Overview
Evidence for Health (E4H) is a Foreign, Commonwealth & Development Office (FCDO)-funded programme aimed at strengthening Pakistan's healthcare system, thereby decreasing the burden of illness and saving lives. E4H provides technical assistance (TA) to the Federal, Khyber Pakhtunkhwa (KP), and Punjab governments, and is being implemented by Palladium along with Oxford Policy Management (OPM).
E4H supports the government to achieve a resilient health system that is prepared for health emergencies, responsive to the latest evidence, and delivers equitable, quality, and efficient healthcare services. Specifically, E4H delivers TA across three outputs:
Output 1: Strengthened integrated health security, with a focus on preparing and responding to health emergencies, including pandemics.
Output 2: Strengthened evidence-based decision-making to drive health sector performance and accountability.
Output 3: Improved implementation of Universal Health Coverage, with a focus on ending preventable deaths.
Position Summary
The E4H programme is seeking a health system strengthening (HSS) Monitoring, Evaluation, and Learning expert to lead the programme’s MEL strategy and activities across Federal, KP, and Punjab components. Specifically, the expert will oversee the implementation of the programme’s MEL approach, as well as lead reporting against and updates to the programme’s theory of change (TOC), logframe, and value for money (VFM) framework. As part of this, the MEL expert will lead reporting to FCDO (monthly, quarterly, annual, and ad hoc as required), and work in close collaborations with the E4H third party monitor (TPM) to enable their review of the programme.
Specific Tasks and Deliverables
- Oversee the implementation of, and any required revisions to, the project’s existing MEL system, including approaches to monitoring, evaluation, and learning; indicators; milestones; and tools. Provide the overall technical direction on MEL for the programme.
- In collaboration with the TPM, facilitate annual updates to the E4H logframe, including technical assistance-specific milestones.
- Lead and coordinate all aspects of MEL, KPI, and VFM reporting to the client and TPM. This will include review/quality assurance of the programme’s TA tracking, quarterly and annual reporting (including key inputs during the annual review), and any other ad hoc reporting requirements.
- Develop templates / forms to collect, review and analyse programme data as needed.
- Work with and guide KP, Federal, and Punjab team members (Programme Associates) to collect programme data against agreed metrics on a regular basis, including TA output and outcome-level evidence.
- Lead in the development of success stories as well as stories of change throughout the programme’s lifetime.
- Strengthen staff capacity on MEL techniques as and when required.
- Ensure accurate and timely quality review and storage of all data/evidence files.
- Facilitate routine pause and reflects for the Federal, KP, and Punjab implementation teams based on the programme’s lessons learning log and risk register. Ensure programme learnings are shared across the team, and document evidence of learnings being used to pivot programme activities and drive decision-making.
Qualifications Skills and Competencies
- Master’s degree in public health, global health, epidemiology, monitoring and evaluation, statistics or other relevant fields.
- Demonstrated up-to-date HSS subject matter expertise, particularly in the domains of universal health coverage, evidence-based policy development, and health security. Candidates with strong understanding of HSS in KP, Punjab, and at Federal levels highly preferred.
- At minimum 10 years of previous MEL delivery experience, with clear application to the health sector. Strong preference for those with previous FCDO experience. As part of MEL expertise, demonstrated experience of successful implementation of MEL approaches/strategies, including reporting and achievement against logframe.
- Computer proficiency in SPSS, EPI- info, FoxPro /MS Access/ Excel
- Ability to analyse and interpret (identify trends and patterns) large and complex datasets and epidemiological analysis
- Demonstrated report writing skills.
- Excellent interpersonal, influencing, and diplomatic skills including awareness of constraints while working in a complex and challenging environment.
- Demonstrated understanding of institutional change/reform approaches and methodologies strongly preferred.
Reporting/Supervision
The E4H MEL Lead will report to the E4H Technical Director.
Level of Effort
