Position Objectives:

Implementation of program by providing technical support.

Under the direct supervision of the Program Officer, the position contributes to the implementation of the program services; by ensuring individual case management, field follow up, detention visit, maintaining contact with beneficiaries, organizing referrals to appropriate institutions/organizations. The position would also contribute to coaching and providing support to program staff and Volunteers in the field in particular, reminding them on  criteria, guidelines and data processing procedures. The Field Officer will carry out the following tasks:

  • Coordinate and manage the incoming and outgoing flow of individual cases i.e. tracing requests, Allegations, Messages, Salamat, Unaccompanied/Separated children, Family Reunification, etc.
  • Conducts field assessments either independently or as part of multidisciplinary teams focusing on the humanitarian needs of affected populations.
  • Supports the program team in organizing visits.
  • Coordinate and manage the caseload linked to detention visits including; organizing individual forms, preparing embassy notifications, transmission of requests, provide working list and feedback to  the team at Islamabad for next visits, consolidating statistics etc.
  • Close coordination with Islamabad team to ensure robust follow up of individual cases and timely exchange of case updates/progress.
  • Contribute to mobilizing program response in the wake of any disaster or, emergency including assessing the program needs, deployment of volunteers in the field and compiling updates and stats on the services delivered
  • Contribute to Implementation and monitoring of the program activities as per annual budget and LFM.
  • Contribute to establishing and updating program guidelines, data processing procedures,  forms and templates & ensure program staff and volunteers have necessary access to them.
  • Contribute to training/coaching and development of the program staff and volunteers.
  • Provide support in conducting capacity building activities for staff and volunteers
  • Contribute to identifying program success stories to promote in accordance with Code of conduct on Data protection & liase with COM unit.
  • Identify train and maintain a pool of volunteers to mobilize for program activities including collection and follow up of tracing requests, delivery of Message etc. in Islamabad and adjacent areas.
  • Ensure follow up of people contacting  for program services. Schedule appointments with the requesters or attend those visiting  office to collect appropriate requests as per needs.
  • Contribute to internal and external reporting on program activities, progress and monitoring including to monthly narrative and financial reports.
  • Contribute to conducting specific needs assessments & activities in close coordination with donor team and Islamabad team..
  • Whenever needed, provide support to program team during detention or field visits.
  • Contribute to setting priorities and deadlines, organizing the work, assigning tasks and responsibilities, monitoring results and lessons learnt.
  • Ensure hierarchy is duly and timely informed of the key activities, challenges and/or any operational developments.
  • Keeping accurate records of activities, particularly the hard and soft files of individual cases. 
  • Timely share the program cases follow-ups, reports, minutes of meeting with management.

Interpreter Duties:

  • Oral interpretation: from Dari to English/Urdu and vice versa during confidential interviews with detainees/refugees/migrant, organizational dissemination, activities to establish the family links which includes delivering  messages, family tracing and visits to detainees.
  • Written translation: translation of local language into Dari language and vice versa (newspaper articles, correspondence, etc.) into written English.

Analysis and reporting as required: analysis of conditions of detention, security and other matters relating to the mandate.

General Duties

  • Supports the  Department for general administrative tasks, as required.
  • Works independently in a Unit, acts as support and reference point within the tracing office and shares relevant information with the colleagues.
  • Contributes to the smooth running of the Tracing Office and, in turn with the colleagues, interviews persons coming spontaneously or upon request to the office.
  • Participates actively in internal meetings
  • Answering incoming telephone calls.
  • In case of absence should replace the other  Colleagues in his/her daily duties.

Minimum required knowledge & experience:

  • Minimum 4 years' work experience preferably in protection related activities in humanitarian sector.
  • University’s degree (16 years Education) / equivalent in social sciences (Psychology, Sociology, Anthropology, Social Work, International Relations and Law)
  • Excellent computer skills, inclusive of Office Suite tools (excel, words, PowerPoint)
  • Good data management skills
  • Good analytical skills
  • Excellent command of Dari/Farsi (Compulsory)
  • Good communication skills (spoken and written) in English and Urdu. Knowledge of Pashto, Sindhi is an asset
  • Capacities of self-training and integration of new tools and methodologies 

Travelling

Flexibility to travel into the fields for conduct of monitoring & other related tasks.
