Background

Pak Mission Society (PMS) is a National Humanitarian and Development organization established in 2004. It was founded by a group of Christian professionals whose collective vision is to reach the unreached to bring hope, dignity, respect, and share love through emergency relief efforts and delivering long-term rehabilitation and development programs. PMS has signed a Memorandum of Understanding (MOU) with the Economic Affairs Division (EAD), Government of Pakistan valid till August 2024. We are certified as NPO as per evaluation standards notified by FBR with Pakistan Centre for Philanthropy. Pak Mission Society has reached and served the unreached communities regardless of race, gender, ethnicity, class, religion, and social background. The organization catalyzes holistic transformation and development through transparent, fair, and rights-based allocation of humanitarian and development efforts.

PMS is in partnership with the United Nations High Commissioner for Refugees (UNHCR) to support Afghan Refugees in KP; to implement the project "Livelihood Improvement & Vocational Skill Trainings with job-placement and market linkages." The initiative aims to enhance the livelihoods and skills of Afghan Refugees, particularly focusing on forcibly displaced Afghan Refugees which have physical challenges. The project targets are 200 beneficiaries for vocational training, including 60 individuals in entrepreneurship and business development. Additionally, PMS plans to offer 40 small grants to support "Home-Based Business" initiatives. Job placement assistance for partnership will be provided to at least 50 Afghan youth, and two events/conferences will be organized to promote livelihood opportunities.

This project aims to train 200 beneficiaries across KP in various trades, ensuring that both male and female Afghan Refugees acquire vocational skills to enhance their employability and boost their incomes sustainably. Upon completion of the 3-month vocational training, each trainee will receive a toolkit as well.

Purpose of Consultancy

The selected Training Institute, Firm, or Organization will accommodate PMS trainees and, where needed, establish community- based training centers with ample resources and provide non-residential employable skills/vocational training for the duration of three (03) months in the following trades:

  1. Beautician,

  2. Tailoring (garments, burqa making, curtain making, bed sheet, waist coat),

  3. Hand embroidery,

  4. Pico and overlock,

  5. Soap and Bleach making,

  6. Digital marketing,

  7. Motorbike Mechanic,

  8. Mobile repairing

  9. Electrical work (domestic)

  10. Solar PV Technician

  11. Shawarma–making,

  12. Carpet weaving

Description and duration of the training.
The training will prioritize practical sessions, with a format consisting of 70% practical and 30% theoretical components. It will adhere to the approved curriculum set forth by the National Vocational and Technical Training Commission (NAVTTC), Skills Development Council (SDC), Trade Testing Board (TTB), and Technical Education and Vocational Training Authority (TEVTA). Additionally, these courses will be accredited to ensure that beneficiaries’ skills not only qualify them for employment in Pakistan but also hold value and credibility in the event of repatriation, empowering them for long-term self-reliance.  The program will also investigate possibilities for job placement and on-the-job training in both public and private sector enterprises, and create linkages accordingly. It will also raise awareness among potential employers about offering placements to the trained community.

Outputs/Deliverables of TSP

  • Under this agreement /TSP/Institute/ would be responsible for imparting vocational skills for 3 months on mutually agreed courses to selected trainees provided by PMS as per standards of NAVTTC. The average class size shall be as per trades required in each district but shall not exceed 20 trainees per class. The TSP is bound to provide training lab at local level, which is accessible to all identified trainees. The list of trade wise and no of trainees- are attached in Table-1

  • Establish training labs/ workshops of desired trade as required (As per annex B)

  • NAVTEC/TTB approved/aligned curriculum and following it in entirety – and training material aligned in the local language(s) with pictorial messages to guide the participant during the training period.

  • Selected TVET Institute will hire experienced/qualified TVET instructors for training - arranging male and female tutors separately to ensure gender segregation as per cultural norms.

  • Provision of training consumable items as per need of the trade.

  • Printing of training manuals for trainees. 

  • Ensure a clean, secure, and suitable learning environment including, but not limited to access to water & sanitation facilities, workshop furniture and fixtures and basic tools.

  • Ensure retention of 80% of enrolled students. Monitor and ensure attendance of each student at-least 80-85% monthly.

  • TSP will conduct assessments on monthly basis.

  • Practical work 70% and theoretical 30%.

  • Class Hours will be for 3 hours daily and 22 days in a month, with flexibility to accommodate credit hours.

  • Conduct pre and post-test of trainees to gauge impact.

  • Maintain attendance sheets and other records including visitor remark register, consumable stockpiles etc.

  • The TSP will register all trainees with TTB or any other recognized authority for certification.

Organization’s (PMS) Responsibilities

  • PMS will provide a list of potential trainees for TSP.

  • PMS will provide a tool kit upon completion to each learner enrolled in the training program.

  • Relevant information regarding the participants.

  • On-going monitoring of training quality and to gauge impact.

  • Support in centers identification and finalization.

Safeguarding and protection of the girls/women in TVET centers

PMS is committed to zero tolerance to all forms of violence against children, beneficiaries and staff members including sexual exploitation, abuse, harassment, abuse of authority and discrimination. PMS adheres to strict safeguarding and child protection policies. Therefore, selected organisations would be required to sign these policies in the initial stages of recruitment and would need to comply with them at all cost. Furthermore, they will be subjected to due diligence, background checks, security checks and regular monitoring.

Essential and Desirable Experience/Qualifications

  • TSP with a specialized team having extensive demonstrated experience of at least 3-5 year in providing training on TVET Skill/trades, preferably in donor funded projects.

  • Expert female trainers in the team are required as per the need of program, Trainers minimum qualifications should be diploma or certified trainer in relevant trade /practical experience teaching in required trade.

  • Flexible characteristics and attitude for situational adjustments and modification during implementation will be added value.

  • Valid registration with authorized government department

  • Valid trades registration certificate of TTB or NAVTTC/SDC for the desired trades.

  • Knowledge of the local languages (Pushto) and culture pertinent to the project districts.

Main scope of the consultancy

TSP will be hired/on-board through a competitive process which will provide training to selected trainees by providing the following services.

  1. Provision of approved training curricula from any GOVT authority.

  2. Arrangement of spaces for training centers and all the other arrangements (training equipment, sitting arrangement for trainees as required)

  3. Establishment of lab, equipment as per need of the training (Training space, technical Equipment’s, trainers, and consumables).

  4. Provision of certificate to the trainees after successful completion.

The organization reserves the right to accept or reject any proposal at its own discretion. As per course identifications and requirement PMS can award consultancy to more than one firm/ Institutes for maintaining quality of work and timely completion of the training activity as required.

Submission of Expression of Interest:

TSP/Institutes who meet the requirements are invited to submit their expression of interest in the sealed envelopes (mentioning EOI for KP TVET training) on the addresses given below and, applications (hard copies) should include the following:

-        Cover letter detailing the firm’s/consultant’s suitability for the assignment and current contact information. 

-        CVs of the team members, including detailed work experience, education; please clearly identify the overall lead consultant.

-        Consultants are expected to submit appropriate training methodology and sample training content (outline). 

-        Relevant reference.

-        All interested firms/consultants must submit financial proposals for training.
