Background Information and Rationale:
The Pakistan Red Crescent Society (PRCS)/German Red Cross (GRC)/International Federation of the Red Cross Red Crescent Societies (IFRC) intends to engage a short-term consultant (individual/firm) to conduct a review and update of the PRCS’s Climate Change Strategy. Under supervision of the IFRC, GRC and PRCS Climate Change Adaptation Unit (CCA), and in collaboration with the Asia Pacific Climate Lead, and the Technical Working Group on Climate Change of the PRCS, with support from the IFRC Asia Pacific Regional Office, and the Red Cross Red Crescent Climate Centre the PRCS Climate Strategy Review Consultant will lead the process of revising the PRCS Climate Change strategy with the following aims and objectives:
- aligning it with the updated PRCS strategy, including the updated priority areas and vision 2030, as well as other relevant Red Cross Red Crescent (RCRC) documents including the IFRC Global Strategy and Global Climate Resilience Programme, climate-smart programmes and humanitarian operations and others.
- updated national and regional priorities, emerging trends and national context
- seeking ownership and buy in from the PRCS PHQs and the NHQs as well as from identified external stakeholders
This will be done through a mixture of a review of the existing PRCS Climate Change Strategy (CCS), relevant strategic documents such as the PRCS strategy 2030 and the IFRC global strategy, and an immersive consultative process with the PRCS NHQ and PHQs. Specific responsibilities are detailed below.
The prime objective of this assignment is to develop/revise the CC Strategy for PRCS in line with the overall strategy of International Federation of Red Cross on CCA and strategic framework of the Pakistan Red Crescent Society.
Scope of Work:
The consultant would be required to conduct a meeting with the PRCS/GRC/IFRC and the TWG during the inception phase to understand the requirements of the organization and gain an understanding of the Movement, and the climate change related projects at the PRCS. The scope of work would then include:
- Prepare and share a timeline and conduct a desk review of the existing strategic documents including the PRCS Climate Change Strategy, PRCS Strategy 2030, IFRC Global strategy and related documents in order to align the updated document with this; Development of participatory workshop tools to garner feedback on an updated CCS at the provincial and national level, including: 4 Provincial and 2 State Level consultations, 1 National Level consultation (internal and external) to assess opportunities and identify the key challenges and gaps relating to the area of CC in the country.
- Development of a revised, time bound PRCS CC strategy, including a strategy for implementation and a Monitoring Framework
- Final presentation and validation workshop of the updated strategy with internal and external stakeholders involving movement partners, TWG, stakeholders and volunteers. Development of SOPs/ guidelines, tools and templates related to integrating CCA in the PRCS operations.
Specific Objectives:
The specific objectives of the consultancy are to develop a multiyear, time bound climate change strategy for the PRCS that reflects the priorities outlined in the IFRC Global Strategy, the PRCS Strategy 2030 and is also reflective of the national and international context of the evolving climate.
- Conduct an inception meeting with the Technical Working Group and programme representatives to understand the scope of the assignment, and provide a framework for the methodology for conducting the literature review, stakeholder consultations, Provincial and National Level consultations and the update of the CCS.
- Conduct a thorough review of the PRCS CCS and identify gaps where updated data is required, such as the national policy landscape and geographical and meteorological data, the PRCS vision 2030 and with the IFRC Global Policy and where there are opportunities for alignment with national and international commitments.
- The consultant will also be expected to realign the strategic direction of the CCS as needed- i.e. with a focus on Adaptation, if necessary. The inception report will be developed based on this;
- Update the data within the report, including climate and policy related data, with the consensus of the TWG and the technical review of the IFRC/GRC specialist teams;
- Outline a list of internal and external stakeholders, with the support of the TWG, who will be essential to consult for the review of the CCS; coordinate and consult with these stakeholders as part of the review process;
- Develop a framework for the consultative process, including the data that is required and the methodologies that will be used to gather that information (interviews, roundtables, writeshops), and a roll out of this methodology at the provincial and national level with the support of the PRCS CCA Unit at each level; As well as to key stakeholders at the provincial level, with the aim of building ownership and support for the PRCS’s climate programming;
- Influence strategic planning for the national activities addressing climate change and their incorporation into Climate Change Strategy of the PRCS
- Consolidation and write up of the findings from the consultative process into the CCS draft
- Presentation of the CCS to the TWG/IFRC/GRC for final feedback and consolidation;
- Presentation of the CCS to the senior management of the PRCS for their final approval and validation, and to provincial stakeholders where appropriate.
1. Methodology
The assignment shall be carried out in close consultation with PRCS, IFRC and GRC management and CCA focal points, and related partners/stakeholders as identified during this consultancy assignment.
2. Language
All verbal communication shall be both in English and Urdu while all documentation shall be in English.
3. Duration:
Starting date of the consultancy will be 12 August ,2024 tentatively. Total duration of assignment will be three months- to complete all tasks outlined in TORs- dated from 12 August, 2024 to 12 November, 2024.
4. Consultancy Qualification and Experience Requirements:
- Professional experience in CCA issues and familiarity with trends and dynamics of CC in Pakistan and global.
- Experience in development of policy and strategy on CCA, planning and implementation.
- Master’s degree in relevant field, Development Studies or Social Sciences.
- Experience working with the international Red Cross and Red Crescent Movement and direct working experience with CCA.
- Excellent command of the English, Urdu language (Writing and Speaking)) and effective communication skills.
Eligibility of Consultant:
- Must have a valid CNIC / NTN.
- Must have a degree in relevant subject from HEC recognized institution.
- Must have 05 years of relevant experience in the same field.
- Must have at least 2 to 4 testimonials from the previous work done.

- In the case of a firm, the Lead Applicant whose CV is provided must lead the assignment. If this is not found to be the case, a financial penalty will be incurred (50% deduction)
- Minimum 10 years’ experience in working in the area of climate change programming, with a sound understanding of climate policy at national and international levels, and of the local context
- A degree in Natural Resources Management, Sustainable Development, Climate change, Public Policy, or related field
- Evidence of having worked on the development of organizational/institutional/national policy/strategy
Deliverables:
- Inception report including a methodology for consultations, and a literature review of strategic documents for updating the CCS
- Tools for conducting workshops at Provincial/National Levels
- 04 Workshops at Provincial level, 02 at State Level, 01 at National Level
- Draft and Final CCS Document
- Validation Workshops
Work Completion Duration:
The whole assignment/consultancy work is to be completed within 90 days of signing the agreement, including report submission and other related documents. The assignment must be completed before 12 November, 2024 and all invoices submitted before then.
Budget and Payment Schedule:
The consultant will quote the budget/consultancy fee in Pak Rupees for his/her services including all government applicable taxes. The fee will not include logistic costs such as hall rent, trainee’s costs etc. which will be borne by PRCS. In addition, if the consultant is not based in Islamabad, their travel, accommodation, and logistic cost for traveling to the workshop will be borne by PRCS.
- 20% of the contract value on signing of contract.
- 30% of the contract value will be paid after the completion of the assignment.
- 50% final payment will be paid after submission of assignment.
Note: All government applicable taxes will be deducted at source.
Selection Method for consultant:
Selection of consultant will be finalized after scrutiny based on the following criteria:
- Educational Qualification and documentation. (20 Marks)
- Relevant experience in developing strategic documents (40 Marks)
- Testimonials from the previous work done. (20 Marks)
- Financial scoring. (20 Marks)
Expression of Interest:

- Brief description on why the individual considers himself/herself as the most suitable for the assignment, and a methodology on how he/she proposes to approach and complete the assignment with workplan.

c) Technical proposal to conduct the training based on the training objectives and outcomes. The detailed technical proposal should:
- Show a thorough understanding of this term of reference.
- Proposed methodologies appropriate given the objectives of the assignment.
- Include a description of how conduct the assignment.
d) Financial proposal (budget) containing:
