U.S. Mission Pakistan is seeking applications from qualified individuals for Refugee Program Specialist position in U.S. Embassy, Islamabad.

Basic Function of the Position – The incumbent will have primary responsibility for monitoring and evaluation of all PRM-funded refugee resettlement activities in Islamabad. Regular duties will include liaising with International Organization for Migration (IOM) staff responsible for operating Resettlement Support Center (RSC) Islamabad and providing management and oversight support for Embassy Islamabad's refugee interview facility, IOM processing locations outside of the Embassy, and the designated Panel Physician. Incumbent will also work with IOM regional RSC headquarters staff in Amman to assist with case management and policy updates. Execute case management responsibilities including identifying cases of particular concern and working with Embassy sections and interagency partner offices to resolve them. The incumbent will lead interagency data management coordination efforts to identify, monitor, update, and record refugee resettlement cases properly and expeditiously across four U.S. government database systems and reconcile data across systems to ensure accuracy. Under the supervision of the FS-02 Refugee Coordinator (Admissions), the incumbent works with USG agencies and IOM to conduct thorough case management for Afghan refugees. Coordinating with the IOM RSC to monitor and provide guidance on cases in need of additional review. Identify and refer cases of particular concern to the FS-02 Refugee Coordinator (Admissions) for additional follow-up with USCIS. Engage with other embassy offices and Government of Pakistan entities to secure all required exit and other permits to facilitate approved refugee applicants'' travel to United States. Under the direction of the Refugee Coordinator (Admissions), the incumbent works with interagency and contracted PRM implementing partners to review, consolidate, and update case information across U.S government refugee resettlement data management platforms. Maintain accurate and complete applicant data, including biographical details, location details, and contact details. Liaise with IOM to maintain accurate and complete applicant medical clearance information in the MIMOSA medical database. Prepare meeting notes and report on trends and developments related to Afghan case processing. The incumbent executes a range of administrative budget management, including developing the annual budget, tracking office expenses, and coordinating with Embassy and PRM in Washington on budgetary issues. Schedule meeting and plan travel including for the Refugee Coordinator (Admissions). Prepare complete, accurate and timely travel vouchers and representational expense vouchers. 

Qualification Requirements:

EXPERIENCE: Minimum of five (5) years of professional experience in data management, data analysis, and project management or program management for non-governmental organizations (NGOs), UNHCR, the international organization for migration (IOM), other international humanitarian agencies, donor agencies, host country organizations, or private sector institutions is required. 

EDUCATION: Completion of university degree (16 years of education) in international relations, economics, business administration, or political science is required.

Job Knowledge: The incumbent should have the knowledge of United Nations operations, as well as NGO programming and structure is required. Knowledge of data management systems and data processing systems is required. 

LANGUAGE: Level IV (Fluent) Speaking/Reading/Writing of English and Urdu are required. English language skills may tested.

Skills And Abilities: The incumbent must be able to work autonomously, exercise good judgement, and take initiative; excellent time management skills. The ability to communicate well through verbal skills, tact, and diplomacy to establish and develop sustainable working relations and a high level of trust with other State Department officers, the interagency, and PRM partner organizations. Should have the ability to resolve project implementation issues with appropriate organizations as necessary, and to establish, nurture, and maintain productive working relationships. Must have the ability to gather, evaluate, and analyze information and present the findings in good written and oral form and the ability to assess, manage, monitor, and evaluate complex programs. Possess strong computer skills, including Windows and Excel, data management and processing systems and writing skills required to prepare regular and ad hoc reports, project documentation, and briefing papers. The incumbent must have the analytical ability and integrity to support the budget development and monitoring; develop periodic work plans. Skills and abilities may be tested.
