Introduction:

The Project Officer under the direct supervision of the Program Manager and technical supervision of the Base Program Manager is responsible for supporting the Program Manager in the planning, implementation, monitoring, and reporting of the School Meal Program; ensuring the program's objectives are met within the specified timeframe and budget, and contributing to the overall success of the project.

General Objectives:

Objective 1: Program Coordination and Implementation:

  • Assist in developing strategies and methods to achieve program objectives.
  • Conduct regular field visits to schools to monitor and ensure the effective delivery of meals.
  • Coordinate with school administrations and stakeholders to facilitate program activities.
  • Provide orientations and training to staff and stakeholders on program objectives and procedures.
  • Ensure the effectiveness of program activities through regular evaluations and report progress to the Program Manager.
  • Collaborate with logistics, finance, and HR departments to ensure timely resource allocation and support for program implementation.
  • Assist in capacity-building activities for program staff.
  • Report regularly to the Program Manager on program activities, progress, achievements, and challenges.

Objective 2: Human Resources:

  • Support the recruitment and evaluation of program staff.
  • Provide guidance and support to team members to ensure a conducive working environment.

Objective 3: Coordination and Communication:

  • Act as a point of contact for coordination with WFP, the education department, and the Government of Pakistan on program-related activities.
  • Facilitate effective communication and collaboration with internal and external stakeholders.
  • Develop and maintain strong relationships with key partners and stakeholders.

Objective 4: Reporting:

  • Prepare and submit daily/weekly/monthly reports as per the schedule defined by the Program Manager.
  • Document challenges, lessons learned, and best practices to inform future programming.

Objective 5: Supervisory Responsibility:

  • This position supports the supervision of the program team, including coordination with the reporting and documentation officer, Liaison and Coordination Officer, MIS officers, head cooks etc. 

Position Type/Working Hours:

  • This is a full-time position with 40 working hours per week. Occasional evening and weekend work may be required as job duties demand.

Minimum Requirements and Competencies

Education

  • Bachelor’s degree in Public Health, Nutrition, Social Sciences, Project Management, or a related field. A Master’s degree is preferred.

Experience

  • Minimum of 3 years of experience in implementing food-based programs, preferably in an educational or humanitarian context.
  • Experience working with international NGOs, government agencies, or UN organizations, particularly WFP.
  • Demonstrated experience in program planning, implementation, and monitoring.
  • Experience in community engagement and mobilization.
  • Proven ability to work in multicultural environments.

  • Fluency in English, both written and spoken.
  • Proficiency in local languages (e.g., Urdu, Pashto, Brahui, Balochi) is highly desirable.
  • Understanding of food security, nutrition, and public health principles.
  • Familiarity with cash transfer programs and mobile wallet payment systems.
  • Knowledge of the operational and logistical aspects of food distribution in educational settings.
  • Awareness of the socio-economic and cultural context of Balochistan.

  • Technical Proficiency: Proficient in using MS Office Suite (Word, Excel, PowerPoint) and other relevant software for project management and reporting.
