PURPOSE
This position supports the PGE(Police and Gendarmerie) program manager in implementing the program for Police and SFs under the ICRC mandate. The job function is technical as well as sensitive in terms of dealing with law enforcement agencies, which requires a professional approach in all aspects. The Program Assistant works on the advice and directions of the program manager to achieve the targets accordingly.
RELATIONSHIPS
As advised by the Program manager the Program Assistant:
- Internally, interacts with Chancellery, Welcome, and other departments in the delegation.
- Externally, interacts with assistants’ offices and interlocutors.
GENERAL DUTIES
- Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
- Understands and adheres to the ICRC Code of Conduct
- Understands the roles of the components of the International Red Cross and Red Crescent Movement
- Respects and observes staff regulations and security rules at all times
- professionally represents the ICRC at all times
- Develops and maintains a pleasant and conducive working environment with colleagues and line managers
- Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
- Act on the advice of line manager to perform the tasks
ACCOUNTABILITIES AND RESPONSIBILITIES
- Independently creates, maintains, develops, and updates a database containing various levels of police authority contacts and other relevant external interlocutors.
- Represents the ICRC at his/her level of expertise (dissemination, training of arms carriers).
- Supports the Police and Gendarmerie program manager in organizing meetings, gatherings, or conferences, applying relevant administrative and logistics procedures.
- Contributes, if necessary, to written reporting, interpretation, or translation as advised by the line manager.
- Manages and maintains the online database for quarterly reports.
- Follows up and keeps track of budget expenditure.
- Upon request, takes notes during meetings and conferences and drafts reports.
- Contributes to providing FAS-Police and Gendarmerie program-related advice where required.
- Represents the PGE in meetings when required and deputed by the line manager.
- Maintains and follows up on all LoG matters related to the program.
- Maintain the confidentiality of dialogues with interlocutors.
- Support Line manager in training and dissemination sessions for Police and Security Forces.
- 70% Traveling to all locations for program implementation.
- Manage all the activity-related tasks within the organization and with interlocutors.
- Submit all the travel and activity-related documents/requests to the concerned department.
- Performs other tasks related to the program and as advised by the line manager.
ADDITIONAL DUTIES
- Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
- Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses
- appropriately represents the ICRC during activities, in meetings, and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
- Takes responsibility for their own professional learning and development
- Assists the FAS Program manager/delegation in understanding all operating or dormant arms-carrier (AC) structures; to this end, monitors the political and security situation and specific groups/players and regularly updates mapping of arms carriers.
- Supports the FAS Line Manager in drafting the FAS Strategy and integrating it in the annual planning exercise (Planning for Results), in compliance with the delegation's main operational priorities and strategy.
- Prepares, conducts, assesses, and follows up dissemination activities with the interlocutors e.g police forces on international humanitarian law (IHL), international human rights law (IHRL), and ICRC activities; this includes organizing and preparing dissemination materials and reporting.
- Maintains and updates the stock of different ICRC publications needed for FAS activities.
- Represents the Program manager in his/her absence.
- Contributes to developing and consolidating the ICRC's network of contacts within the Police and security forces.
- Supports the delegation in FAS-related matters, at his/her level of expertise.
REQUIREMENTS
- Minimum 05 years of experience as an office assistant
- Computer (MS Office) and internet proficiency
- Knowledge of office stock management and record maintenance
- Sufficient experience in public dealing
- Bachelor’s or master’s degree in relevant field
