The Fred Hollows Foundation (The Foundation) is a secular non-profit public health organisation based in Australia, which was founded in 1992 by eminent eye surgeon Professor Fred Hollows. The Foundation focuses on strengthening eye health systems and the treatment and prevention of avoidable blindness caused by Cataract, Trachoma, Diabetic Retinopathy, and Refractive Error. The Foundation operates in more than 20 countries across Australia, The Pacific, South and Southeast Asia, and Africa. The Foundation was named The Australian Charity of the Year 2013 in the inaugural Australian Charity Awards.
The Foundation in Pakistan has been working with the Government of Pakistan and other partners towards the goal of eliminating avoidable blindness in the country. The Foundation is a key stakeholder in the National Program for Eye Health in Pakistan and has made major contributions to the strengthening of the public eye health care system in the country following the World Health Organization (WHO) recommended Health Systems Strengthening approach. From the beginning, The Fred Hollows Foundation Pakistan (FHFP) has implemented multiple projects that focus on cataract surgeries, systems development and strengthening, refractive error and subspecialities in different parts of the country.
Project background
The Fred Hollows Foundation’s National Sight Restoring Project in Pakistan will reduce avoidable blindness in five provinces of Pakistan by implementing Provincial eye health plans and supporting partners to implement accessible, gender equitable eye health services in 18 districts.
Expected Outcomes of the Project:
- Five-year provincial eye health plans developed in in four provinces.
- Health Departments incorporate eye health plans within their overall provincial health plans.
- Provincial eye health plans resourced, implemented and monitored.
- Strengthened Cataract and Refractive Error service delivery and referral pathways
- Diabetic retinopathy screening and treatment
- Increased access and utilisation of eye health services by women, remote and vulnerable populations
- Eye health workforce is strengthened in targeted provinces
Purpose of the Consultancy
The purpose of this initiative is to deliver high-quality Management Skills Training to the selected participants from project districts and relevant government stakeholders, in alignment with the quality standards of The Fred Hollows Foundation (FHF). The training will focus on building core management competencies essential for effective leadership, strategic planning, decision-making, and team collaboration.
A Team-Building Session will be incorporated to strengthen team cohesion and enhance interpersonal harmony among participants. Through interactive and engaging activities, participants will develop key leadership skills, fostering an environment of trust and collaboration. This experience is designed not only to provide valuable tools for teamwork but also to create lasting connections among team members, supporting long-term success in their collaborative efforts.
Specific Objectives
· Engage participants in collaborative team-building activities designed to create meaningful relationships and shared experiences, enhancing trust and unity.
· Equip participants with practical tools and strategies to manage stress, promoting mental well-being and resilience in high-pressure environments.
· Strengthen individual leadership capabilities by focusing on self-awareness, decision-making, and the ability to lead by example in various professional settings.
· Enhance understanding of safeguarding principles to ensure the safety, dignity, and protection of all individuals involved in the program, fostering an ethical and secure environment.
· Teach participants how to effectively influence and motivate others, fostering positive change and collaboration within teams and communities.
· Encourage collective problem-solving by working together on real-world challenges, driving innovation and shared ownership of outcomes.
This assignment is to be completed in 2 days starting from the date of the contract signing. The timeline for the deliverables will be negotiated and finalized at a later stage after the signing of the contract.
Eligibility Criteria
- Advanced university degree in Education, Behavioural Science, International Relations, Gender Studies, Public Health, Social Sciences, Management, or any other relevant field.
- At least five years of work experience in a training or capacity-building role, with at least one year in an international development organization or related sectors, such as health systems strengthening, public health, or social responsibility.
- Proven experience in designing and delivering Skills Training programs is mandatory.
- Familiarity with healthcare systems, gender equality, and capacity building, in both programmatic and operational contexts.
- Strong spoken and written proficiency in English & Urdu
Proposal Submission Requirements
- Technical Proposal: This should outline the proposed approach and methodology for conducting the management skills training. Additionally, it must include a detailed work plan with clear timelines for each phase of the assignment.
- Financial Proposal: The financial proposal should provide a comprehensive budget, detailing consultant fees, costs for training materials, and any other related expenses.
- Consultant Profile: Applicants should provide the CV(s) of the lead consultant and key team members involved in the project, highlighting relevant experience and expertise.
- Submissions must meet the criteria outlined to be considered for this opportunity.
- List of relevant past assignments.
Confidentiality
The consultant/s agree to not divulge confidential information to any person for any reason during or after completion of this contract with The Foundation. Upon completion or termination of this contract, the consultant/s undertake to return to The Foundation any materials, files or property in their possession that relate to the business affairs of The Foundation.
Intellectual Property
All intellectual property and/or copyright material produced by the consultant/s whilst under contract to The Foundation remain the property of The Foundation and will not be shared with third parties without the express permission of The Foundation. The consultant/s are required to surrender any copyright material created during the term of the contract to The Foundation upon completion or termination of the contract.
Insurances
Any consultants involved in this consultancy will be required to have in place insurance arrangements appropriate to provision of the requirements in this ToR including travel insurance.

The Fred Hollows Foundation is committed to ensuring that its activities are implemented in a safe and productive environment which prevents harm and avoids negative impacts on the health and safety of all people, particularly children, vulnerable people, and disadvantaged groups. The Foundation has a zero-tolerance approach to sexual exploitation, abuse, and harassment of any kind. All personnel including contractors/consultants are expected to uphold and promote high standards of professional conduct in line with The Foundation’s Safeguarding People Policy including Code of Conduct. Contractors/consultants will be expected to sign and adhere to The Foundation’s Safeguarding Code of Conduct and provide any background checks as required.
