A national NGO is urgently required Project Manager for its Islamabad office of its project “Supporting Elected Representatives and Local Government Officials to Enhance Local Revenue Generation Capacities in Khyber Pakhtunkhwa Tehsil Municipalities” 

He/ she will understand the project design, project document as well as contract with Pak Women. He/ she will also be responsible to understand the project Detailed Implementation Plan (DIP) and ensure its successful implementation.

He/ she will be responsible for overall project management at office and field level, planning, team supervision, development of quarterly, monthly and weekly plans jointly with his/her team, documentation, reporting, to ensure successful timely achievement of following project  four planned results/ objectives;

Objective 1 – Development Phase: To formulate and refine strategies, methodologies, and materials tailored to the target group and essential for the effective implementation of the capacity development.

Objective 2 – Pilot Phase I: To analyze local expertise, experiences, required reforms, and challenges to local revenue generation through a consultative process with local government representatives.

3) Objective 3 – Pilot Phase II: Capacity development of elected representatives and local government officials in approaches and tools for engaging with citizens, voluntary compliance and implementing local revenue reforms.

4) Objective 4 – Institutionalization Phase: The overall project interaction and capacity development program is institutionalized by adopting innovative tools, approaches, and methodologies.

He /She will be responsible for project successful implementation, daily project progress tracking, coordination with Pak Women senior management particularly manager programs, manager finance & grants and manager HR & operations, and coordination with project team and key stakeholders at field as well as at Government level.

He / She will be responsible for effective, efficient and timely utilization of human, physical and financial resources.

He / She will be responsible for field level implementation of the project and will work under the supervision of the Manager Programs.. He / She will also be responsible for documentation of project reports, lessons learnt, case studies and success stories.

 

7. Requirements (Education, Experience, Skills, Languages.):

Qualification: Master/equivalent in social sciences or Rural development or Governance or Political science. 

Experience: At least 5 years’ experience in local government, own source revenue (OSR), taxation, community mobilization, citizen engagement, capacity building of elected representatives and local government official, complete understanding of Khyber Pakhtunkhwa local government legal framework and ability to work on recommendations for reforms.

Languages: English, Urdu and Pashto speaking are mandatory.

9. DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

  1. Responsible for project overall planning, management, execution, documentation and reporting.
  2. Understanding project documentary TORs, development of documentary recording plan  in consultation with the consultant and implementation  of plan.
  3. Development of methodology and tools for scoping study and pre-perception survey.
  4. Hiring and orientation of enumerators for scoping study and pre-perception survey. Conduction of Orientation session for enumerators in coordination with respective district officers.
  5. Supervision of district officers during primary data collection for scoping study and pre-perception survey and secondary data collection.
  6. Preparation of draft scoping study and pre-perception survey report and sharing with program manager for review and comments and finalization of report in light of feedback and comments.
  7. Development of presentation on scoping study and pre perception survey for sounding board three day workshop.
  8. Participation in sounding board three days workshop.
  9. Orientation meetings with project six Districts administration, 29 TMAs officials and 29 Tehsil council’s chairmen and members.
  10. Preparation for consultation with elected representatives, complete briefing to District officers, preparation of agenda and presentations, finalization of list participants with approval of manager program, invitations to the participants and their conformation.  
  11. Conduction of consultation (six consultations of two days each) and submission of six consultations reports.
  12. Coordination with project key stakeholders i.e. LGE & RDD, LCB, LGS, TMAs and elected representatives/tehsil councils.
  13. Preparation for elected representatives and local Govt officials capacity building trainings.(agenda, modules and pre and post-tests, training evaluation, handout and presentations).
  14. Conduction of capacity building trainings for elected representatives and local Govt officials (09 trainings, three days each) and submission of training reports.
  15. Compilation of 29 TMAs action plans and development technical support plan as per requests from TMAs
  16. Technical support to the execution of the TMAs action plans and submission of monthly updates on execution of TMA action plans.
  17. Development of ToT module in consultation with sounding board including agenda, main chapters, pre and post-tests, training evaluation formats, handouts and presentation.
  18. Coordination with the Local Governance School (LGS) and finalization of list of 25 trainers for ToT, confirmation of 20 trainers and keeping five trainers  as backup candidates for the ToT in case of dropout.
  19. Preparation for tool boxes distribution ceremonies in collaboration with District officers in project Six Districts, coordination with District Administration, finalization of chief guest in consultation manager program.
  20. Conduction of tool boxes distribution ceremony in six districts and submission of reports. 
  21. Establishment of help line in Pak Women head office from the project 09 month (June 2025) in coordination with MEAL and communication officer and supervision of the helpline.
  22. Methodology and tools development for post perception and feedback survey, orientation of District officers, collection of primary data from field, submission of draft report to manager program for comments and feedback and finalization of study report.
  23. He/ she will also be responsible for overall supervision of the project team, conflict resolution, teamwork, periodic assessment of the log frame to assess the project progress and changes as a result of the project etc.

 

10. DOCUMENTATION/ ANY OTHER FACTORS:

Documentation:

  1. To prepare project profile and PowerPoint presentation for presentation at relevant events.
  2. Project Implementation Plan (PIP) for 14 months, project overall period.
  3. Quarterly, monthly and weekly work plans.
  4. Monthly, quarterly and annual progress reports.
  5. Activities/ training reports along with pictures and attendance sheets.
  6. Field visits reports.
  7. Case studies/ success stories
  8. Any other relevant to job and required.
  9. Use of PC/Laptop, internet, attend emergency meetings, trainings, workshops, seminars, visit to other areas, exposure visits, out of country visits etc.
