CHILD SAFEGUARDING: 

Level 3: The post holder will have contact with children and/or young people frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

Manage and implement social mobilization and cash and voucher assistance activities within the WASH and Shelter project, ensuring effective delivery and alignment with project objectives for Afghan nationals in Pakistan.

SCOPE OF ROLE:

Reports to: Project Coordinator

Role Dimensions: The Social Organization/Cash and Vouchers Officer will be responsible for overseeing the social mobilization and implementation of cash and voucher assistance (CVA) activities within the WASH and Shelter project. This role involves working closely with Afghan nationals residing in Pakistan, ensuring that the social mobilization for the WASH and Shelter interventions and CVA components are effectively managed, delivered, and aligned with the overall objectives of the project. The social organizer and CVA officer will also engage in social mobilization and community organization activities to enhance the project’s outreach and impact.

Key Performance Areas:

Cash and Vouchers Assistance

  • Lead the implementation of the cash and voucher distribution processes, ensuring compliance with donor guidelines and Save the Children’s standards.
  • Coordinate with financial service providers, vendors, and other partners to facilitate the smooth distribution of cash and vouchers to beneficiaries.
  • Monitor and document the use of cash and vouchers, ensuring transparency, accountability, and effectiveness.
  • Conduct regular assessments to determine the appropriateness and impact of cash-based interventions.
  • Prepare detailed reports on cash and voucher distribution, including lessons learned and recommendations for future programming.

Social Mobilization and Community Engagement:

  • Develop strategy of community interaction and hold first dialogues & broad based community meetings within the targeted villages.
  • Establish, WASH management committees, and train them on O&M for water supply schemes/points at village level.
  • Engage with Afghan communities in Quetta to build trust, raise awareness about the project, and encourage participation.
  • Organize community meetings, focus group discussions, and other participatory activities to ensure the voices of the community are heard and considered in project implementation.
  • Identify and work with community leaders, influencers, and volunteers to facilitate the effective dissemination of information and mobilization of community members.
  • Support the establishment and strengthening of community-based committees to oversee and support project activities.

Beneficiary Identification and Registration:

  • Collaborate with local stakeholders and community representatives to identify and register eligible beneficiaries for cash and voucher assistance.
  • Ensure that the beneficiary selection process is transparent, inclusive, and adheres to established criteria.
  • Maintain accurate and up-to-date records of beneficiaries, ensuring data protection and confidentiality.

Capacity Building:

  • Provide training and support to community leaders, volunteers, and other stakeholders on cash and voucher assistance processes, as well as on social mobilization techniques.
  • Conduct capacity-building sessions for project staff on the implementation of CVA and community engagement strategies.

Reporting and Documentation:

  • Prepare and submit timely and accurate reports on project activities, including progress reports, case studies, and success stories.
  • Document lessons learned, best practices, and challenges encountered during the implementation of the project.

Coordination and Collaboration:

  • Work closely with the Project Manager and other team members to ensure the successful integration of CVA with other project components.
  • Liaise with local authorities, NGOs, and other stakeholders to ensure coordination and avoid duplication of efforts.
  • Represent Save the Children in relevant meetings, forums, and working groups related to cash and voucher assistance and social mobilization.

QUALIFICATIONS 

  • Bachelor’s degree preferably in social sciences, management science or relevant discipline.
  • Minimum 2 - 3 years of Mobilization and CVA experience, experience on  areas relevant to the project including Child Protection, WASH and Shelter and working with Afghan will be a plus point.

QUALIFICATION & EXPERIENCE AND SKILLS

  • Bachelor’s degree in social sciences, Development Studies, Business Administration, or a related field. A master’s degree is preferred
  • At least 2-3 years of experience in implementing cash and voucher assistance programs, preferably within the context of Afghans living in Pakistan.
  • Proven experience in social mobilization, community engagement, and working with vulnerable populations, particularly refugees or displaced persons.
  • Experience working with Afghan communities in Pakistan is highly desirable.
  • Strong understanding of cash and voucher assistance principles, methodologies, and best practices.
  • Excellent communication, negotiation, and interpersonal skills.
  • Ability to work independently and as part of a team in a challenging environment.
  • Proficiency in Microsoft Office applications and data management systems.
  • Fluency in English, Pashto, and/or Dari is highly desirable.
