POSITION SUMMARY:
The Monitoring, Assessment and Learning Manager will provide support to the project team in achieving its objectives and measuring learnings from the project. The resource will provide support in management functions such as data collection, collation, validation analysis, and reporting. The role includes oversight and quality assurance related to program implementation with the objective of ensuring that the resources are used in an optimal manner to maximize results and to achieve value for money.
DUTIES AND RESPONSIBILITIES:
1. Strategy
·Design, Update and Implement MEL Framework:Develop and maintain the organizational Monitoring, Evaluation, and Learning (MEL) framework, ensuring it aligns with organizational goals and project needs.
·Establish MEL Guidelines/SOPs:Create, update and implement MEL guidelines and Standard Operating Procedures (SOPs) to standardize practices across projects and organization.
·Develop MEL Materials:Create MEL-related materials for upcoming projects and contribute to MEL visibility products.
·Implement Quality Assurance:Introduce and enforce quality assurance mechanisms to ensure the reliability and validity of monitoring and evaluation processes.
2. Capacity Building
·Build MEL Department Capacity:Enhance the skills and knowledge of the MEL department through training and professional development.
·Support Project Teams:Provide capacity-building support to project teams and implementing partners to improve MEL practices and processes.
·Train Other Relevant Departments:Facilitate training sessions for other departments to strengthen their understanding and application of MEL practices.
3. Program Performance and Process Monitoring
·Design Monitoring Tools:Develop and implement monitoring tools in accordance with program M&E plans.
·Review Data Collection Tools:Regularly review and update program data collection tools to ensure they meet project needs.
·Conduct Data Collection:Oversee and conduct data collection activities as outlined in program M&E plans.
·Validate and Verify Data:Ensure the accuracy and reliability of collected data through validation and verification processes.
·Consolidate and Standardize Data:Standardize and consolidate program-level data to ensure consistency and reliability.
·Analyze Data:Clean, analyze, and interpret program data to assess performance and inform decision-making.
·Develop and Disseminate Reports:Create and distribute comprehensive M&E reports detailing program performance and outcomes.
·Maintain Data Repositories:Regularly review and update data repositories (e.g., program and M&E Google Drives) to ensure they are current and accessible.
4. Learning
·Capture and Utilize Learning:Systematically capture lessons learned from program interventions and use these insights to enhance effectiveness and inform future projects.
·Facilitate Learning Processes:Promote and facilitate learning processes within the organization, ensuring that knowledge gained is effectively shared and applied.
5. Collaboration:
· Work closely with the Senior Program Manager, Program Coordinator, and other relevant staff to ensure alignment of MEL activities with project goals.
· Provide support in capacity building of project staff on MEL-related matters.
6. Other Responsibilities
·Support RDU/PDU Department:Work closely with RDU and PDU to generate evidence and strengthen accountability mechanisms.
·Oversee Work Plan and Log Frame Changes:Ensure the work plan and log frame are developed and adjusted as needed to reflect project changes.
·Ensure Quality of Reporting:Oversee and ensure the quality of quarterly reports, ensuring accuracy and compliance with MEL standards.
·Identify and Address Data System Weaknesses/Red flags:Evaluate existing data collection and management systems, identify weaknesses, and propose solutions.
·Participate in Evaluations:Engage in program and project evaluations to assess impact and performance.
·Facilitate External Evaluations:Coordinate and facilitate external program evaluations at the end of projects.
7. Other Responsibilities
Any other official task(s) assigned by the MEL Advisor /Chief Executive Officer/Chairperson.

REQUIREMENTS AND CORE COMPETENCIES:
- Minimum Qualification (Masters in Sociology; Statistics, Human Rights; Law; Development; Social Work; Gender Studies or any other relevant field)
- Minimum Work Experience of 4 years at the Managerial level in Monitoring, Evaluation & Learning.
- Proven track record of working with government counterparts, NGOs, and other stakeholders to drive MEL activities and outcomes.
- In-depth understanding of quantitative and qualitative research methods, data collection, and analysis.
- Proficiency in statistical analysis software and data visualization tools
- Required advance level of English, reading, writing for drafting of various reports.
- Working knowledge of Urdu;
- Creative, energetic, ability to work independently with minimal supervision.
- Experience in adaptive management, learning loops, and facilitating feedback mechanisms for program improvement.
- Strong problem-solving capabilities, particularly in adapting MEL approaches to changing program contexts.
- Familiarity with MEL requirements and guidelines of major donors
- Ability to work well in a team.
- Good Computer skills (Microsoft word, Excel)
- Demonstrated flexibility, motivation and maturity
- Expertise in Microsoft Word, Excel, and Google Smartsheet.
